[docs] Name the out-of-scope layout and utility components in the conformance report #49415

Context

Wave 1. Tracking issue: #49260.

Some components have no UI semantics of their own. If the report does not name them, buyers count them as not assessed.

Scope

• Add a sentence to "Scope and limitations" in docs/data/material/getting-started/accessibility/accessibility.md.
• Name these components: Box, Stack, Grid, Container, the transitions (Fade, Grow, Slide, Zoom, Collapse), CssBaseline, ScopedCssBaseline, GlobalStyles, Portal, NoSsr, ClickAwayListener.

Done when

• The report states that these components are out of scope, and gives the reason.
