[a11y][FormGroup] Assess WCAG 2.2 conformance #49412

Context

Wave 1, item 8. Tracking issue: #49260.

FormGroup groups checkboxes and switches. Check the group semantics and the group label (1.3.1, 4.1.2). Compare with the RadioGroup report.

Scope

1. Add axe tests and fixtures in test/regressions/a11y/fixtures/.
2. Write FormGroup/accessibility.md.
3. Enroll it in the CSS-dependent suite (1.4.10, 1.4.4, 1.4.12).
4. Run pnpm a11y:scorecard.

Manual tests

Write each check in the report as numbered Manual testing steps, as in Button/accessibility.md. pnpm a11y:scorecard then adds them to manual-testing.md. For screen-reader steps, use NVDA with Chrome and VoiceOver with Safari.

• 1.3.1, 4.1.2 — Put a FormGroup in FormControl component="fieldset" with a legend. With a screen reader, press Tab into the group. The screen reader announces the group name once.
• 1.3.1 — Do the same test without a fieldset. Record that the group then has no name. This is the author's responsibility.
• 3.3.2 — Every checkbox group in the demos has a visible label.
• 1.3.2, 2.4.3 — With row, the Tab order matches the visual order.
• 1.4.1 — In the error state, a text message also shows the error.

Done when

• FormGroup has a report and is in the scorecard.
• Each manual test in this issue has steps and a result in the report.
