Because

  • Rollouts could request or approve enrollment with unresolved setup errors
  • Approval and rejection buttons used inconsistent styling

This commit

  • Blocks enrollment requests and approvals when setup issues exist
  • Disables affected enrollment and approval controls
  • Changes Approve to blue and Reject to grey
  • Adds regression coverage for rollout validation

Fixes #16738
