On r8-138 the Xcode step hung three times: xip --expand sat at 0% CPU because PackageKit asks the ssh user's containermanagerd agent for a secure container, and that agent can't serve outside a GUI session ("Channel could not return listener port"). The same install-xcode.sh run from a one-off LaunchDaemon finished in ~3 min. The step now does that and polls it, with a 20 min stall check, instead of running the installer inside an ssh session (which also tied it to ssh's 60 min timeout).

xcode_ready now reads Xcode.app's version.plist instead of running xcodebuild -version, which can hang with Xcode 12.x still selected on macOS 15.

Run from an ssh session, xip --expand hangs at 0% CPU: PackageKit asks the ssh
user's containermanagerd agent for a secure container, and that agent can't
serve outside a GUI session. Three tries on r8-138 hung; the same script run
by launchd finished in ~3 min. Polling the daemon also takes the step off
ssh's timeout (an earlier attempt was killed at 60 min) and adds a 20 min
stall check.

xcode_ready reads Xcode.app's version.plist instead of running xcodebuild,
which can hang with Xcode 12.x still selected on macOS 15.
