[P2] Space multi-packet PMTs in the CBR layout
The new PMT packetization exposes a single-packet assumption in the scheduler: PAT/PMT packets bypass the interleaved lanes and are written consecutively.
Extending the regression to 48 language-tagged AAC streams produces a 544-byte PMT spanning three packets. At a 20 Mb/s multiplex rate, that burst alone accumulates approximately 536 bytes with the 1 Mb/s system-buffer drain, exceeding its 512-byte transport buffer. A conforming receiver can lose the table despite valid CRC and continuity counters.
Keep the shared section writer, but space PMT packets at the system-buffer rate while preserving order and keeping the complete table ahead of dependent media. Add a CBR regression with at least three PMT packets; the current 24-stream test exercises only two.
Direction: the shared serializer/packetizer is otherwise a focused solution, with no public API or MoQ wire change.
Verification: static review of the full diff and relevant code; the buffer trace is calculated, not a runtime reproduction. No tests run. GitHub Check and Test were still running at the latest check. No identical existing review finding was present.

WalkthroughThe TS exporter now encodes PAT and PMT sections as bytes and writes them through the section packetizer. PMT encoding checks descriptor and section size limits and appends a CRC. Slot layout tracks table packet use of the shared system buffer and can insert null packets between tables. Tests cover encoder validation, multi-packet PMTs, and buffer limits. Priority: ⬆️ High Severity of issue fixed: Medium Merge Risk: 🟡 Moderate · up to Consecutive slots may send table packets faster than the receiver’s shared buffer can accept them. A PMT spanning three or more packets went out back to back with the PAT, overflowing the program's 512-byte TBsys (ISO 13818-1 2.4.2.3) at high multiplex rates. Model TBsys per slot, fed by PIDs 0-3 and the PMT PID, and space each table packet with a null (or a packet muxed ahead of it) until it fits, keeping the tables in order ahead of dependent media. [P2] Preserve the media rate budget after a PSI stall
The remaining-lane reweighting still compresses a busy video PID into too little time. Rebalancing makes the remaining packets evenly spaced, but does not ensure that their new rate fits the receiver’s transport buffer.
A concrete extension of the new regression is 416 positions, video PID 111 with 350 packets, no other media, PAT plus three PMT packets, and 61 nulls. Keep its existing Rx of 21,599,846 b/s. Including PCR, the video uses 351 packets, below the scheduler’s 358-packet per-slot cap.
The layout spends 29 nulls before the first video payload, then sends 350 video packets in the remaining 382 positions. Calculating the resulting byte-arrival/drain trace gives a video TB peak of about 3,884 bytes, versus 154 bytes under the original interleaving, well above 512 bytes. The test’s packet-arrival approximation likewise rises from about 317 to 4,047 bytes.
Direction: use budget-aware PSI scheduling that reserves enough media transmission time, rather than relying on reweighting alone. Add this denser padded-slot case asserting both TBsys and video TB.
The original padded 48-stream PMT case now has pacing and regression coverage. The previous null-free media-stealing fallback has also been removed. This finding concerns the replacement’s remaining padded-slot media overflow; broader PSI admission and cross-slot accounting remain assigned to psi-runs.
Verification: static source review and an independently calculated layout/buffer trace, not a compiled repository test or end-to-end export reproduction. Check and Test were still running at the latest check. No identical independent review finding was present.

…rt buffers No stall makes transmission time: a five-packet PMT ahead of a heavy video keyframe left the video too few positions and overflowed its transport buffer. Carry each bounded PID's per-slot transport rate on the slot, and space a table with a null only while every PID can still keep to it; past that the table goes out regardless. [P2] Exclude leading table time from the delayed media budget
The new rate guard fixes the previous 350-video/three-PMT-packet example, but its after calculation includes tables.len(). Those remaining tables must precede the dependent video, so their positions are not available for spreading that video's packets. Counting them permits additional null stalls and still compresses the media beyond its transport rate.
Using the existing regression's Rx of 21,599,846 b/s, a 416-position slot containing PCR, PAT, five PMT packets, 340 video packets on PID 111, and 69 nulls reaches approximately 647 bytes in a calculated byte-arrival/drain trace, exceeding the 512-byte video TB. The test's packet-arrival approximation gives 809 bytes. The 341 video packets including PCR are below the 358-packet admission cap; the original interleaving stays below 512 bytes. The added five-packet case uses only 300 video packets and misses this denser case.
Direction: keep the budget-aware guard, but reserve leading PSI transmission time separately from the time available to dependent media, and add the 340-video/five-PMT regression. The previously reported three-packet case is addressed; this is a remaining case in the new guard, rather than a repeat of the removed media-stealing fallback. The documented broader TBsys admission/cross-slot work remains with psi-runs.
Verification: reviewed the substantive scheduler delta from c6637e8, its sole parent. Buffer figures are independently calculated from the layout algorithm, not a compiled repository test or end-to-end export reproduction. Check and Test remain in progress; no identical independent finding was present at the pre-publication recheck.

Carry system-buffer fill across slot boundaries.
Export::lay calls Slot::layout for each scheduled slot, and each call creates a SystemBuffer with fill: 0. When a table section continues in the next slot, that call ignores residual TBsys fill from the preceding slot. The next table packet can therefore exceed the shared 512-byte limit.
Pass the end-of-slot system-buffer state into the next layout, and add a regression with table packets split across adjacent slots.

The stall guard lent the pending tables' positions to the PIDs they delay and allowed the full transport rate without admission's one-packet slack, so video near its cap still overflowed (638 B). Compare each PID's remaining packets over the round-robin's remaining positions against the same per-slot cap admission enforces. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The remaining P2 from my previous review is addressed: the stall guard excludes pending table positions and uses admission’s per-slot cap, preserving its one-packet slack. Recalculating the 416-position, 340-video/five-PMT example gives approximately 180 B with byte-arrival modeling (342 B with the test’s packet-arrival approximation), below the 512 B video TB limit.
No new actionable finding in this delta. Direction: retain the budget-aware guard and keep the broader PSI guarantee explicitly scoped to psi-runs. Saturated-slot fallback and cross-slot TBsys carryover remain limitations; the latter is already covered by CodeRabbit’s independent comment, so this does not duplicate it or claim full system-buffer compliance.
Verification: static review of the substantive change from sole parent 1c7bdde, plus an independently calculated layout/buffer trace. No repository tests or end-to-end export reproduction run. Check and Test remain in progress at the pre-publication recheck.

Tested d7dc586 on the recording behind #5110: a 36.6 Mb/s playout capture whose PMT is one 391-byte section over three packets (AVC, eleven AC-3, SCTE-35, captions). Before this PR the export subscribed to all fifteen tracks and exited with nothing written (failed to write whole buffer). Problem
A program with enough audio tracks and descriptors overflows the single-packet PMT writer and exits before producing its first packet. Closes #5110.
Splitting the PMT exposed a second problem: the scheduler laid the PAT and every PMT packet back to back. A program's PAT and PMT share one 512-byte system transport buffer, TBsys, fed by PIDs 0-3 and the PMT PID and drained at Rxsys = 1 Mb/s (ISO 13818-1 2.4.2.3). At 20 Mb/s, a 48-stream PMT (544 bytes, three packets) peaked TBsys at 724 bytes.
Approach
Encode PAT and PMT sections in the existing PSI module, validating descriptor and section lengths and appending CRC-32/MPEG-2. Packetize both through the existing section writer, including discontinuity adaptation fields on the first packet. Continuity counters are assigned after scheduling.
Slot::layoutnow models TBsys per slot with a smallSystemBuffer, shared by PIDs 0-3 and the PMT PID. Tables still go just ahead of the first packet muxed after them. Where a table ahead of the slot's first media packet would overflow TBsys, a null takes the position. The rest of the slot is then laid out afresh by smooth weighted round-robin over the remaining packets and nulls, so the delayed media spreads evenly instead of bunching. The slot keeps its size, so PCRs and per-slot packet counts are unchanged. Slots without such a stall lay out exactly as before.Decisions
The agent chose these as the recommended options; the maintainer may revisit them.
Buffer::per_slot, which the slot now carries asSlot::caps(private), and the comparison runs over the round-robin's remaining positions. No stall can create transmission time. Without this guard, two cases overflowed the video TB at 25 Mb/s:Impact

SystemBufferis the shared-buffer building block that psi-runs plans to extend. It paces the tables that lead a slot's first media packet, in a padded slot with room: the common case of a multi-packet PMT ahead of a keyframe. Tables later in the slot are not paced, which covers a second tune-in run or #5304's aligned keyframes. It countsmpegts.sipassthrough on PIDs 1-3 toward the fill, but those packets still ride their own round-robin lane and are not paced. Still left for psi-runs:compliance.pyTBsys check.Validation
a_large_pmt_is_split_across_packets(24 streams, 2 PMT packets) checks PMT entries, CRC, and continuity.a_large_pmt_keeps_within_the_system_buffer(48 streams, 3 PMT packets, 20 Mb/s CBR) fails without the pacing (TBsys peak 724 B) and passes with it.the_tables_go_out_at_the_system_buffer_ratecovers four slots:TBsys stays within 512 B where pacing applies, and the video TB always stays within 512 B. It fails without the pacing (TBsys 724 B), without the guard (video TB 2,855 B), and with the looser guard (video TB 638 B).
tables_after_media_leave_its_spacing_alonecovers two keyframes' table pairs in one slot. It fails if stalls are allowed after media (634 B).just checkpasses. One wall-clock CLI test,ts_passthrough_crosses_a_relay_through_a_flagged_jump, fails intermittently in the full local suite under host load, passes on four isolated reruns and in CI. It does not touch the export scheduler.Alternatives
Keep one PSI packetization path. Retaining the old PAT writer would duplicate packetization, and the dependency's private section writer cannot be reused.
