Problem

@moq/net advertises MAX_REQUEST_ID = 42069 in SETUP on moq-transport drafts 14 to 16, as a client and as a server, and never raises it. A peer that honors the draft stops opening requests after about 21k ids on that session.

Approach

Flow control the peer's requests the way moq-net does in #4820, so both sides agree:

  • SETUP advertises the bound that admits REQUEST_WINDOW (220,000) requests of the peer's parity: 2 * window, plus 1 when the peer is the server. The adapter derives its bound from the same initialMaxRequestId.
  • An id at or past the bound, or a request while the window is already open, closes the session with TOO_MANY_REQUESTS (0x7). Wrong parity and a request id that is already open close it with INVALID_REQUEST_ID (0x4).
  • Once half the window has closed, the bound rises by the ids those requests spent and goes out as one MAX_REQUEST_ID.
  • Draft-16 SUBSCRIBE_NAMESPACE arrives on its own stream, so that path takes and releases a slot too, including a PUBLISH-only request we refuse with REQUEST_ERROR. A request update spends a new id and retires it immediately; an update that names an open request does not take another slot. Repeating an update id raises the bound but cannot hold more than the window open.
  • acceptSetup takes our outgoing ids from the client's MAX_REQUEST_ID, as acceptNegotiated already did, instead of our own advertisement.

Impact

  • No public API change. REQUEST_WINDOW and initialMaxRequestId live in the internal IETF module.
  • Wire (drafts 14 to 16 only): SETUP's MAX_REQUEST_ID goes from 42069 to 440000 (we are the server) or 440001 (we are the client). MAX_REQUEST_ID is sent as requests close, batched per half window. The session closes with 0x7 or 0x4 for a request the window refuses, including a draft-16 PUBLISH-only SUBSCRIBE_NAMESPACE that used to get only REQUEST_ERROR. Message formats are unchanged. No draft edit: the IETF drafts already specify this, and the in-repo drafts do not carry MAX_REQUEST_ID.

Decisions

Until @moq/net has per-type caps, the 220,000 window is the only bound on a peer's open requests. Main allowed about 21,000.

  • ✅ (a) Merge as is. The window matches Rust and the wire, and the JS caps come with quest/m1/js-session-parity.md. (maintainer)
  • (b) Shrink the JS REQUEST_WINDOW to about 21,034 until the caps land.
  • (c) Merge as is and raise the priority of js-session-parity.

REQUEST_WINDOW's doc notes that batched grants guarantee only about half the window to a peer holding requests open.

Alternatives

  • Keep 42069 and grant per close. Replaced to match feat(net)!: bound peer-declared lengths and per-session requests #4820's window and batching, so the two implementations advertise and refuse alike.
  • A high-water mark to refuse reused ids. Draft-16 can deliver SUBSCRIBE_NAMESPACE on a stream ahead of the control stream, so a gap or lower id is not a violation. The open-request bound caps a reusing peer without storing ids.
  • Close an over-window id with INVALID_REQUEST_ID, matching one sentence in draft-16 section 9.1. The session registry and section 9.5 on drafts 14 to 16 assign that case to TOO_MANY_REQUESTS (0x7), which is what we send, as Rust does.

Follow-ups

Test

  • bun test in js/net: 1233 pass. New coverage: batched grant, a peer-closed request granted back, reused update ids capped by the window, three windows of requests through one session.
  • tsc and biome clean. just test interop does not exercise drafts 14 to 16.

Closing a request raises the advertised window by one id of the peer's parity and sends MAX_REQUEST_ID, so a session no longer stalls after about 21k requests. An id past the window closes the session.

Walkthrough

The change adds an exclusive request ID limit for draft-14 through draft-16 peers. The control-stream adapter checks request IDs, tracks active slots, and grants additional IDs when slots are released. Connection handling applies this behavior to draft-16 legacy SUBSCRIBE_NAMESPACE requests and closes sessions with request-window error codes. Tests cover limits, parity, duplicate IDs, updates, slot grants, and requests beyond the initial limit.

Merge Risk: 🟡 Moderate · up to 439c6

Some legacy peers that omit MAX_REQUEST_ID can connect but prevent the server from issuing subscriptions or publications. Repeated update IDs can also inflate the request allowance; preserve the fallback and address the existing update concern before merging.

Automated review: #4966 at db8a9539

What it does: On drafts 14 to 16, @moq/net keeps advertising MAX_REQUEST_ID = 42069. It now raises that bound by 2 each time a peer request closes and sends MAX_REQUEST_ID. A peer id at or past the bound closes the session with TOO_MANY_REQUESTS (0x7). A wrong-parity id or a still-open id closes it with INVALID_REQUEST_ID (0x4). Draft-16 SUBSCRIBE_NAMESPACE on its own stream takes and releases a slot too.

CI: green (Check, Test, Quest, Replay, Release JS Packages pass; the land/auto-merge jobs are skipped). The whole @moq/net suite ran in 24.9s, so the 21k-request test doesn't slow CI.

Checked and fine: The exclusive bound matches nextRequestId's id < max and the draft's "maximum plus 1". The parity check is right for both roles, and the off-by-one at 42069 is covered for both parities. Grants rise strictly (each flush follows a +2, so we never send an equal or lower MAX_REQUEST_ID), and they go through #writeMutex. Both success and error closes free a slot: every handler I traced ends in stream.close() or stream.abort(), which cancels the virtual readable and calls #forget (runSubscribe PUBLISH_DONE and refusal, #refuseUnsupported for TRACK_STATUS and FETCH, runPublish, runPublishNamespace). Peer-sent closes go through #closeStream. #open.delete makes releaseRequest and #forget idempotent, so nothing is granted twice. Requests a peer never closes hold their slot on purpose.

Blocking

None.

Non-blocking

  1. Reused ids and stale updates grow the window for free, so it doesn't cap concurrency (adapter.ts:484-500). #admitUpdate grants +2 for any 0x02 whose first field has the right parity, is under the bound, and isn't open, even when that id was used long ago. For example, a peer opens id 0 and closes it, then sends SUBSCRIBE_UPDATE with request id 0 N times. Each one raises #peerMax by 2 and costs us one MAX_REQUEST_ID write, so the peer can then hold about 21k+N requests at once. Reopening a closed id through #admitHeld does the same. This is no worse than main, which enforced nothing, and the PR lists reuse as a follow-up. A cheap partial fix that needs no stored ids: control-stream messages arrive in order, so keep a high-water mark of the highest new id seen there. A control-stream request or update below it that isn't open is a reuse: grant nothing for it, or refuse it with 0x4 (drafts 14 to 16 call "not the next in sequence" INVALID_REQUEST_ID). Draft-16 native SUBSCRIBE_NAMESPACE stays exempt, since it can legitimately arrive with a lower id.

  2. Other request types on a draft-16 native stream skip the window (adapter.ts:375-391, connection.ts:263-365). #acceptNativeBidis queues every incoming bidi stream, and #runBidi dispatches SUBSCRIBE, TRACK_STATUS, FETCH, PUBLISH and PUBLISH_NAMESPACE the same way whichever path delivered them. Only the SubscribeNamespaceLegacy arm calls admitRequest. A draft-16 peer can therefore send unlimited requests, with any parity or a duplicate id, by putting them on their own streams. Accepting them there predates this PR; the new window just doesn't cover it. Fix: on draft 16, treat a native-stream type other than SUBSCRIBE_NAMESPACE as a ProtocolViolation (the adapter's own comment says only SUBSCRIBE_NAMESPACE uses that path), or admit and release around every arm.

  3. The peer-initiated close path has no test. Every new adapter test frees the slot locally with stream.close(). Nothing covers #closeStream → #forget → grant for a peer-sent UNSUBSCRIBE, PUBLISH_NAMESPACE_DONE, UNSUBSCRIBE_NAMESPACE or FETCH_CANCEL, and no Connection-level test checks that a real refusal (for example runTrackStatusRequest) grants. Suggest one test that sends SUBSCRIBE then UNSUBSCRIBE (or PUBLISH_NAMESPACE then DONE on draft 14/15) and expects a MAX_REQUEST_ID above the start.

  4. Overlap with fix(net): route draft 14-16 updates to their target #4961 (Rust-only, 72cabeff):

    • Textual conflict: both PRs delete adjacent lines of quest/m1/README.md ("Request update routing" just above "JS request window"), so whichever lands second will need a small rebase.
    • Lost tracking: this PR's follow-up list cites quest/m1/ietf-subscribe-update-route.md for the JS routing fix, but fix(net): route draft 14-16 updates to their target #4961 deletes that quest, and its goal only names rs/moq-net. Once both land, the JS adapter still routes 0x02 by its first field (adapter.ts:697-700) and nothing tracks it. One of the two PRs should add a JS quest.
    • Semantic trap for that follow-up: when JS starts routing on the second field, #admitUpdate must still get the update's own first-field id. If #classify simply returns the target, #admitUpdate(target) hits the #open.has early return every time and the update's own id is never credited. That leaks 2 ids per update until the peer stalls. A one-line comment at the Route.FollowUp arm (adapter.ts:353-358) would head this off.
  5. Minor: the enforced bound is a default argument, not the advertised value (adapter.ts:172, connection.ts:145). accept.ts and connect.ts advertise REQUEST_LIMIT, and the adapter separately defaults peerLimit to the same constant. They agree today, but a future change to one SETUP site would make the adapter enforce a bound it never sent. Passing the advertised value through Connection would keep them tied.

Verdict: MERGE. CI is green and it's a clear improvement over a session that silently stops at about 21k requests. Items 1 and 2 are worth a follow-up so the window actually bounds the peer. Reviewed head: db8a9539.

Reviewed commit: db8a953.

Direction: replenishing the exclusive ID bound on retirement fixes honest-peer session exhaustion; parity checks, idempotent release, and serialized grants are coherent. This is not yet a reliable resource cap.

Confirmed the existing reuse finding (CodeRabbit review and #4966 (comment)), rather than adding duplicate inline feedback: js/net/src/ietf/adapter.ts:496-500 credits every repeated non-open update ID. Replaying the same retired ID N times grows the admitted window by 2N without N distinct retired requests. Before relying on this for admission security, reject reused IDs or deduplicate credits with bounded state that also handles draft-16 cross-stream reordering. A single global highest-seen ID would incorrectly reject legitimate reordered native namespace requests.

Keep #5011 integration careful: route by the second ID but account against the first. The current open-ID early return must not turn every correctly routed update into uncredited consumption.

Verification: full nine-file diff and relevant admission/grant context inspected, including existing review findings. No tests or CI independently run/verified.

Mirror #4820's Rust window: advertise twice a 220,000-request window
(plus the peer's parity), refuse TOO_MANY_REQUESTS once that many are
open, and grant the spent IDs back in one MAX_REQUEST_ID once half the
window has closed. A peer repeating an update ID now raises the bound
without holding more than the window open. acceptSetup takes our outgoing
IDs from the client's MAX_REQUEST_ID instead of our own advertisement.

On the Grok review of db8a9539 and the OpenAI review, addressed in 24a31a04 (main merged first):

  1. Fixed, aligned with the Rust window in feat(net)!: bound peer-declared lengths and per-session requests #4820: at most the window may be open at once (TOO_MANY_REQUESTS past it), so reused or repeated update IDs can raise the bound but not the concurrency. Grants are batched once half the window has closed, as Rust does.
  2. Left as is: draft-16 requests other than SUBSCRIBE_NAMESPACE on their own stream predate this PR, and feat(net)!: bound peer-declared lengths and per-session requests #4820 has the same gap in Rust. Suggested as one follow-up for both languages.
  3. Fixed: a request the peer closes is granted back covers a peer-sent PUBLISH_NAMESPACE_DONE.
  4. fix(net): route draft 14-16 updates to their target #4961 is still open. Whichever lands second fixes the quest/m1/README.md line, and the JS routing follow-up stays in this description.
  5. Fixed: SETUP and the adapter both derive from REQUEST_WINDOW through initialMaxRequestId, as Rust does with initial_max_request_id. Tests pass a smaller window through Connection.

Also fixed the listed follow-up: acceptSetup now takes our outgoing IDs from the client's MAX_REQUEST_ID.

Automated follow-up review: #4966 at 24a31a04

Re-review after the push. Since db8a9539 there's a main merge (b7fca92c, no PR-side changes) and 24a31a04. That commit replaces grant-per-close with a fixed window, REQUEST_WINDOW = 220_000: at most that many peer requests can be open at once, and grants are batched once half the window has retired. SETUP and the adapter now both derive from initialMaxRequestId, and acceptSetup takes our outgoing bound from the client's MAX_REQUEST_ID.

CI: pending (Check, Test, Quest, Replay, Release JS Packages are all queued).

Checked and fine: initialMaxRequestId admits exactly window ids of the peer's parity in both roles (2W for a client peer, 2W+1 for a server peer), and the adapter's !client matches what accept.ts and connect.ts advertise. For an honest peer, #checkLive can't fire before #checkPeer does: ids used = open + closed ≤ W + granted ≤ W + closed. So the new cap only bites on reuse. #retire grants retired * 2 (one id of the peer's parity per retire), and a window of 1 or 2 still grants on every close. acceptSetup falling back to 0n matches draft-14 §9.3.2 ("The default value is 0, so if not specified, the peer MUST NOT send requests"), and acceptNegotiated and connect.ts already did the same.

Earlier findings

  1. Reused ids and stale updates: fixed for concurrency. Reuse can still raise #peerMax, but #checkLive holds open requests to the window, and the batching means spamming updates costs one write per W/2 instead of one each. The reused update ids cannot hold more than the window test covers it.
  2. Draft-16 native streams other than SUBSCRIBE_NAMESPACE skip the window: still open, deferred as a shared follow-up with feat(net)!: bound peer-declared lengths and per-session requests #4820. Fine.
  3. Peer-initiated close test: fixed (a request the peer closes is granted back, PUBLISH_NAMESPACE_DONE on draft 15).
  4. Overlap with fix(net): route draft 14-16 updates to their target #4961: still open on both sides. The README rebase and the JS routing follow-up are acknowledged.
  5. Advertised and enforced bounds: fixed. Both now come from REQUEST_WINDOW.

Blocking

None.

Non-blocking

  1. In JS the window is now the only concurrency cap, and it's 10x the old one (request.ts:8-13). The doc comment sizes it "like moq-net's window: twice its default 100,000 announce and 10,000 subscription caps". In feat(net)!: bound peer-declared lengths and per-session requests #4820 that 2x is deliberate slack: the Limits caps are the real per-type bound, and the window is doubled so that half-window batching never blocks a peer that's within its caps. @moq/net has no such caps, so a peer can now hold 220,000 open requests per session (each with a virtual stream and a running handler) against a JS server or client. On main and at db8a9539 the most it could ever reach was about 21,000. feat(net)!: bound peer-declared lengths and per-session requests #4820 is also still open, so the numbers it cites aren't on main yet. Suggest either keeping the JS window near the old ceiling (21,034 keeps SETUP at 42,068/42,069) until JS gets per-type caps, or rewording the comment so it doesn't imply a cap that doesn't exist here.

  2. Batching halves the guaranteed concurrency. A grant needs retired * 2 >= window, so a peer holding more than W/2 requests long-term can churn the rest, run out of ids, and never see a grant, even though #open.size < window. Rust's design has the same property, and at 220,000 it's academic. But Connection now takes requestWindow, so a deployment that shrinks it would hit this. Worth one sentence in the REQUEST_WINDOW or #retire doc: "about W/2 are guaranteed, up to W if the peer churns."

  3. The PR description is stale, and it's likely the squash message.

    • Approach still says "raise the exclusive maximum by 2" per close.
    • Alternatives says the window was "Left at 42069 so SETUP bytes ... stay as they are". SETUP now advertises 440,000 or 440,001.
    • Follow-ups still lists the acceptSetup fix, which this push ships.
    • Impact doesn't mention two wire changes: the new SETUP value, and that a client omitting MAX_REQUEST_ID now gets no server-initiated requests from a JS server. That's spec-correct, but nextRequestId waits forever without a log, where before the server just sent.

Verdict: MERGE once CI is green. The push fixes items 1, 3 and 5 and the listed acceptSetup follow-up, and the window logic checks out. Item 1 above is worth a decision before landing, because it loosens the hard bound against main. Reviewed head: 24a31a04.

Reviewed commit: 24a31a0; follow-up to db8a953, separating the main merge from the window changes.

The prior reuse finding is mitigated for concurrent resources: js/net/src/ietf/adapter.ts:488–512 enforces an independent open-request cap even when repeated retired update IDs inflate the numeric bound. The new reuse regression exercises that limit. SETUP and admission share initialMaxRequestId, and connection/accept.ts:169 now honors the client's outgoing-ID allowance.

The already-discussed batching liveness issue remains at adapter.ts:527–531: with window=4, hold three requests, complete the fourth, and the peer has no permitted next ID although one slot is free; retirement stays below two forever unless a held request closes. Add a grant-on-exhaustion/low-credit rule or explicitly separate the supported concurrency cap from batching slack, with that regression. This confirms the existing discussion, not a duplicate new finding. The 220,000-request JS cap also still needs the resource-budget decision noted there.

Direction: the independent cap is a useful safety improvement, but batching is not equivalent to replenishment throughout the advertised window. The native draft-16 admission and two-ID update integration limitations remain separate. Verification: GitHub-only static full meaningful delta, role/parity, grant serialization, close paths and tests reviewed; no tests or load checks run independently. Open state, exact head and prior reviews rechecked before posting.

Reviewed commit 53b909ec5ed6917849c71fbdd7e8ca9cbbb62f4a, incrementally from 24a31a043860741f01da02991f9c4ce7b62f9732, separating main integration from the request-window changes.

P2 — Account for draft-16 PUBLISH-only namespace requests before refusing them. In connection.ts:289–309, main's new SubscribeOptions.PUBLISH branch returns before admitRequest and its matching releaseRequest. These requests arrive on native streams, so nothing else accounts for their IDs. With requestWindow: 1n, a client sends request 0 with PUBLISH-only options, receives REQUEST_ERROR, and closes the stream; no MAX_REQUEST_ID is granted, so an otherwise compliant peer cannot issue request 2 despite having no open requests. At the normal window size, refusals similarly consume credit without replenishment. An at-bound or wrong-parity PUBLISH-only request also bypasses the intended session rejection.

Move draft-16 admission ahead of the options branch and put both refusal and normal handling inside the same release-in-finally scope. Add regressions for a refused valid request granting its credit back and an at-bound PUBLISH-only request closing with 0x7. This integration hole was absent from the previously reviewed dispatch, which routed every legacy namespace request through accounting.

Direction: the shared SessionCode.TooManyRequests replacement preserves 0x7, and the independent live-request cap remains intact. The previous batching-liveness finding remains unchanged; no duplicate inline feedback is added.

Verification: GitHub-only static comparison of both base-relative diffs, changed integration paths, decoder/refusal implementations and tests. No tests, load checks or external-peer interop were run independently. Open state, exact head and existing reviews were rechecked before posting.

A refused SUBSCRIBE_NAMESPACE still spends its request id, so it takes a
window slot and gives it back like any other, and an id past the bound or of
the wrong parity closes the session.

Automated follow-up review: #4966 at 85779498

Re-review after the push. Since 24a31a04 there are two main merges (61862c34, 53b909ec, conflict resolutions only), f0a6530a (quest link cleanup), and 85779498. That commit moves the draft-16 PUBLISH-only SUBSCRIBE_NAMESPACE refusal in js/net/src/ietf/connection.ts inside the admitRequest/releaseRequest bracket. Before, a refused request skipped the window: its id never took a slot, never got granted back, and an id past the bound or of the wrong parity didn't close the session.

CI: pending (Check, Test, Replay, Release JS Packages).

Checked and fine: a refused request still spends its id, so admitting it is correct, and the try/finally releases the slot even if the refusal write throws on a reset stream. #admitHeld runs #checkPeer, the duplicate check, and #checkLive before the refusal, so a bad id now closes with 0x7 or 0x4 the same way the NAMESPACE path does. Draft 14 and 15 are untouched, since those already admit on the control stream. The tests are now parameterized over NAMESPACE and PUBLISH, covering both the over-bound close and the grant-back (RequestError with id 0 and then a MAX_REQUEST_ID of initialMaxRequestId(true, 1n) + 2n).

Earlier findings

  1. JS window is 220,000 with no per-type caps behind it (request.ts:8-13): still open. feat(net)!: bound peer-declared lengths and per-session requests #4820 has merged, so the numbers the comment cites are on main now. But @moq/net still has no Limits, so a peer can hold up to 220,000 open requests per session, where main allowed about 21,000. This is still worth a deliberate call before landing.
  2. Batching only guarantees about W/2 concurrent requests: still open. It's a doc nit, and it matters only for small requestWindow values.
  3. Stale PR description: mostly fixed. Approach, Alternatives, Follow-ups and Impact now match the code. One gap: it doesn't mention this push's behavior change, that a draft-16 PUBLISH-only SUBSCRIBE_NAMESPACE with an out-of-window id now closes the session instead of getting a REQUEST_ERROR. A line under Impact would cover it, since the description is likely the squash message.
  4. Draft-16 native streams other than SUBSCRIBE_NAMESPACE skip the window: still deferred, which is fine.

Blocking

None.

Non-blocking

Only items 1 to 3 above. The new commit itself has no issues.

Verdict: MERGE once CI is green. The push closes a real accounting gap with good tests. Item 1 is still the one thing worth deciding before it lands. Reviewed head: 85779498.

Automated review by review (OpenAI)

Reviewed commit: 8577949, the single two-file follow-up to 53b909e; no additional main/base integration in this delta.

The prior P2 namespace-refusal finding is fixed: connection.ts:289–314 now admits draft-16 requests before the options branch and releases admitted IDs in the shared finally block. PUBLISH-only requests therefore receive the same bound/parity/live checks and retirement as normal namespace requests. The parameterized tests in connection.test.ts:374–460 cover the at-bound session rejection and credit returned after refusal.

No new actionable defect found in this delta. Direction: a focused correction to the integration hole. The existing batching-liveness finding remains unchanged at adapter.ts:527–531; this fix does not change the retirement threshold. No duplicate inline feedback added.

Verification: GitHub-only static review of the complete incremental diff and admission, refusal, and release paths. Tests, CI and external-peer interop were not independently run or verified. Open/non-draft state, exact head and existing reviews rechecked before posting.

Merge summary for 5990fb3a:

  • Merged main. The only conflicts were quest/m1/README.md and the imports and tests of js/net/src/ietf/connection.test.ts. feat(net)!: bound peer-declared lengths and per-session requests #4820 and this PR agree on behavior: Rust's window is 2 × (100,000 + 10,000) = 220,000, the same as JS, and both close with 0x7 past it. The adapter now uses feat(net)!: bound peer-declared lengths and per-session requests #4820's SessionCode.TooManyRequests in place of its local constant. Main's draft-16 Subscribe Options test now sends a client-parity request id (0), and the links to this finished quest are gone from js-session-parity.md.
  • 85779498 fixes the OpenAI review's P2: a draft-16 PUBLISH-only SUBSCRIBE_NAMESPACE is admitted and released like any other request, so a refused one gives its id back, and an out-of-window or wrong-parity id closes the session. Tests now run for both NAMESPACE and PUBLISH-only, and both fail without the fix. The OpenAI review of that head found nothing further.
  • 5990fb3a is comment-only: REQUEST_WINDOW notes that batched grants guarantee only about half the window.
  • Decision (maintainer): (a) merge with the 220,000 JS window. The JS per-type caps come with quest/m1/js-session-parity.md.

Checks: just check, bun test in js/net (1369 pass), and just test interop --all. Interop ran with #5048's one-line moq-net test fix applied locally, since main's moq-net lib tests don't compile without it. CI is green at 85779498.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Preserve the legacy fallback when MAX_REQUEST_ID is absent.

A draft 15/16 peer can omit MAX_REQUEST_ID. The legacy accept path accepts that setup, but ?? 0n prevents the server from issuing any request IDs. Server-originated subscriptions and publications can remain blocked until a later grant.

Suggested fix
-	const maxRequestId = client.parameters.getVarint(Ietf.SetupOption.MaxRequestId) ?? 0n;
+	const maxRequestId = client.parameters.getVarint(Ietf.SetupOption.MaxRequestId) ?? 42069n;

Update the `maxRequestId` fallback in the accept path to preserve legacy
behavior when `Ietf.SetupOption.MaxRequestId` is absent, allowing the server to
issue request IDs for draft 15/16 peers. Keep the existing parsed-value behavior
unchanged.
