Problem

The cluster-routing questline drifted from main: #4718 and #4745 revived inter-cluster.md with cluster-domain hops after main settled "one node id space, no cluster ids" (#4694) and per-link upstream instead of edge/core roles (#4683). The operator-safety rules in #4718 are still worth keeping, and #4731's tls:// qmux is still useful, but neither has a home on main.

Resolve in main's favor: README.md takes main's version and
inter-cluster.md stays deleted (one node id space, no cluster ids).
#4718's boundary identity rules move to quest/m3/routing-cost-domains.md
in #4752.

Review (head 6a12c53f9fe8fe03133268b465e3956d03dcfd7d)

Clean salvage: keeps #4718's operator-safety rules as m3 constraints without reviving cluster-domain hops, and points at #4731 only for tls:// qmux. That matches main's "one node id space" / per-link upstream direction.

Blocking

  1. quest/m1/cluster-routing/transit.md calls feat(relay): add edge and core cluster roles over TLS qmux #4731 closed, but it is not. The new text says "The closed #4731 is prior art…". On review, #4731 is still open and draft (feat(relay): add edge and core cluster roles over TLS qmux). A reader following that link will not find a closed PR, and the word "closed" will bit-rot the quest the moment this lands without closing 4731.

Fix (either): close feat(relay): add edge and core cluster roles over TLS qmux #4731 when merging this (as the PR Decisions section already intends), or drop "closed" / say "draft feat(relay): add edge and core cluster roles over TLS qmux #4731" until it is actually closed. Prefer closing it in the same landing step so the doc stays true.

Non-blocking

  • Boundary bullets in routing-cost-domains.md match the durable parts of docs(quest): configure explicit cluster boundary identities #4718 (explicit expected remote identity, bind to authenticated link, fatal on missing/mismatch, never reuse cluster.id) and correctly avoid prescribing cluster.domain, which stays consistent with this quest's "do not prescribe a new domain identifier".
  • tcp:// / tcp.rs and "add tls:// beside moq-tokio's tls helpers" already matched main; feat(relay): add edge and core cluster roles over TLS qmux #4731 does contain the tls:// qmux prior art the pointer claims. No other claim/link issues found against main.
  • CI was still pending at review time; docs-only, no code path change.

Verdict: ITERATE

Close or reword the #4731 "closed" claim, then this is mergeable.

Automated review by review (OpenAI)

Reviewed commit: 6a12c53

No actionable bugs found in this planning-only change. The direction is sound: explicit, authenticated boundary constraints preserve the operator-safety requirements without introducing a second node identity space or prematurely choosing a domain wire format. Keeping TLS qmux as reusable prior art while dropping fixed edge/core roles also fits the per-link upstream design and avoids unnecessary complexity.

Verification: inspected both changed documents, surrounding route/transit plans, and #4731's current description. No implementation, runtime tests, or CI were verified. Minor status note: #4731 is still open and draft at review time, although transit.md calls it closed; its planned closure remains pending.

Review in Change Stack →

Navigate logical layers of code changes, visualize relationships, and explore their blast radius.

Walkthrough

The transit plan now cites the tls:// qmux implementation as prior art and excludes its edge/core roles from the planned design. The routing-cost domain plan specifies how operators configure and authenticate routing boundaries, lists conditions that require startup refusal or link removal, and adds a related-plan reference.

Priority: ⬇️ Low

Merge Risk: 🔵 Low · up to 6a12c

The plan misstates the status of its qmux prior-art reference, which may mislead readers about its maturity. Correct this small documentation detail before merging.

Security Architecture Review

Security architecture risk: ⚪ Minimal · up to 6a12c

The changes strengthen the planned separation between routing identities and authenticated administrative boundaries. They do not deploy new behavior, grant additional authority, or import the prior implementation’s edge/core roles. No material security risk introduced or worsened by this PR was identified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The intended security scope is classification of links between independently operated routing networks. Incorrect classification could affect boundary policy, but this PR changes only design requirements and does not create a newly reachable service or deployment exposure.

Trust Boundaries and Controls

  • observed — The added constraints reject unverified peer assertions and routing announcements as boundary identity sources. They require matching the configured expected identity to the authenticated link regardless of dial direction, with startup refusal or link removal for missing, malformed, or mismatched identities. The document does not specify the credential mapping or runtime enforcement owner.

Hardening Proposals

  • proposed — Before implementing these plans, define credential-to-expected-identity matching and enforcement ownership, then verify both dial directions and identity-failure cleanup, including withdrawal of any boundary-derived state. Assess the TLS qmux implementation independently rather than treating the prior-art reference as assurance of authentication or authorization behavior.
