Translates the community section into Spanish, with the /es/community/ sidebar block. Part of #574.
The pages left out are tools/test.md, a one-line stub docs/fr/ also skips, and the translation guidelines themselves. The Apache-2.0 block in pr-guidance.md stays in English.
Language review is in progress. Still needs a domain reviewer.
