Add the `bisectability` job to the Rust workflow,
which asserts all commits in the PR successfully
pass all tests.

feat(ci): add cross-compilation workflow

Add cross-compilation testing to CI. Native targets
run on native CI runners, and foreign targets are
emulated using QEMU.

* Native:
  * aarch64-apple-darwin
  * aarch64-unknown-linux-gnu
  * x86_64-pc-windows-msvc
  * x86_64-unknown-linux-musl

* Emulated (QEMU):
  * i686-unknown-linux-gnu
  * arm-unknown-linux-gnueabi
  * armv7-unknown-linux-gnueabihf
  * powerpc64le-unknown-linux-gnu
  * powerpc-unknown-linux-gnu
  * riscv64gc-unknown-linux-gnu
