The flat module list becomes packages by concern: core (constants, errors, Result), catalogue (Served and Catalogue), backends with a Backend protocol, a hosted package (client and message shaping) and a local package that names the Enterprise preview until it ships, and escalation (Budget and the choice of frontier model). engine.py stays the façade and the public API is unchanged. Tests mirror the layout with a shared conftest and a new hosted backend test.
