Remove AI-generated PR descriptions

Description

Stop adding an AI-generated description to PR bodies. The PR template now leaves the description to the author, and opening or updating a PR no longer triggers the AI-description workflow. Existing PR bodies are not edited.

Usage Example

Before: opening a PR with the template populated an AI Description section on open or update (when the model endpoint was available). After: the PR template has no AI section, and no description-generation workflow runs.
