Newer versions of GPU4PySCF break the nuclear gradient implementation

From GPU4PySCF 1.7.2 the routine grids_noresponse_cc is not available anymore which is used in the implementation for the nuclear gradient calculation

quick fix

limit the version of gpu4pyscf to max 1.7.0

I am reopening the issue again, since the routine grids_noresponse_cc will be removed in future releases (>=1.8.0) of gpu4pyscf. It was already removed in 1.7.1 and 1.7.2, but put back for us in 1.7.3.
