Publish NuGet packages through ESRP Release

Why

Release agents must not publish directly to public registries. Use centralized
publishing while keeping network isolation enforced.

What

  • Central publishing. Replace NuGet.org API-key publishing with ESRP Release
v14 and upgrade npm publishing to v14.
  • Package scope. Stage only signed NodeApi NuGet packages for submission,
preserve both ADO feed publishers, and document the release route.

Testing

Local YAML, package-selection and path-diagnostic checks passed; production
publication has not been verified.

Changelog

Should this change be included in the release notes: no.
Publish NuGet and npm packages through ESRP Release v14.

Use ESRP Release v14 for NuGet.org and npmjs.com with release-agent network isolation enforced. Stage only NodeApi NuGet packages from signed CI artifacts.
