Show stable version, release date, and release notes link in Install CLI dialog

Summary

The Install Aspire CLI dialog now tells users what the Stable channel will install:

• The info row is only shown for the Stable channel; it hides when Staging or Dev is selected.
• Version comes from the existing currentAspireVersion in src/frontend/config/aspire-versions.mjs, so it stays in sync with the %ASPIRE_VERSION% docs placeholders.
• Added currentAspireReleaseDate (YYYY-MM-DD, the NuGet publish date of currentAspireVersion) next to the version so both are bumped together. Rendered as a <time datetime> element, formatted in UTC at build time.
• The release notes link is derived from currentAspireMajorMinorVersion, following the what's-new slug convention (major releases omit -0, e.g. /whats-new/aspire-13/).
• Updated the whatsnew skill and the release-verifier agent so release updates include the new release date constant.

Also bumps the current versions to Aspire 13.6.0 (preview packages 13.6.0-preview.1.26479.8, per nuget.org) in aspire-versions.mjs and the site AppHost/StaticHost projects. Note: /whats-new/aspire-13-6/ currently only exists on release/13.6; the link resolves once that branch merges to main.
