A host that already rejected a configured provider schema or credential set must retain that account without running its loader with incomplete credentials. Add the optional async provider.before_load capability before loader/mount; rejection uses the existing mount restoration, failure event and provider.load_failure policy. Configured entries and default behavior remain unchanged.
Validation: 33 focused initialization/failure-policy tests passed, including both mock and native Rust coordinators. New regressions prove the rejected account never reaches its loader, a healthy account still mounts, and callback changes cannot mutate saved configuration. This is a Python initialization policy hook; it does not add routing fallback or deploy any host changes.
