Nested explicit references such as @./tasks.md need the referring file's directory while CLI shortcuts keep their own roots. Add a per-call scoped resolver that delegates to the existing policy, preserving @user:, @project:, bundle namespaces, traversal rejection and the original resolver state.

Adopt merged Foundation PR #414 in uv.lock at 89575c3482e3e8afe5a03df72e723cf815fa1f6c; the lock changes only that Git revision. Tool installs already request Foundation main in published metadata. A regression using the installed Foundation dependency demonstrates the old lock loaded the wrong workspace file and now loads the nested sibling while preserving bare workspace-rooted references. No neighboring checkout is injected into the test import path.

Validation: locked sync against the declared PyPI index succeeds; all eight resolver tests pass, including the fail-before/pass-after dependency regression. The complete local suite passes: 2423 passed, 45 skipped, 13 integration tests deselected, 1 expected failure, with ANSI rendering enabled for the three scope-color tests (the execution host defaults to NO_COLOR=1 and TERM=dumb). All eight current CI jobs pass across Linux/macOS/Windows, including both integration jobs; CLA passes.
