Fixes the discovery job's matrix output handoff after the first full-fleet run failed before validation with a GitHub Actions output delimiter error.
The generated compact matrix is now emitted as a single-line GITHUB_OUTPUT value. This preserves the dynamic inventory and leaves validation/reporting behavior unchanged.
