Summary

Commit 30cbc2a4febcffb8c4fec9cd5c9ec25218a4c4ff intentionally removed seven repository instruction files. Cross-platform CI run 38563842325 then failed on five dangling structure-document links and a startup-prompt documentation test that still read the deleted root file. Parent commit 732fba65b4cb2ff35c3416a4102553cb36ec28bb passed Cross-platform CI.

This candidate preserves that removal and completes the stale-reference cleanup: the structure-index generator no longer emits the retired rules link or exempts the absent rules file, its fixture no longer creates one, and current documentation/tool messages/comments stop directing contributors to deleted instructions. Existing contributor guidance remains in CONTRIBUTING.md; no retired SOP is copied into a replacement policy file.

The consent-documentation test now verifies the shipped installation guide is included in the package and discoverable from README, instead of requiring development instructions. The guide retains explicit consent, refusal-code, and silence-is-deferred assertions. CLI deferral and management API refusal behavior remain covered by executable tests. Application code changes are comments only. Product support for end users' AGENTS.md files, prompt fixtures, public CLI agent documentation and historical investigation records are retained deliberately.

Validation

Windows, isolated worktree, Bun 1.4.3 (the pinned test runner); locked dependencies installed with lifecycle scripts disabled.

  • Reproduced all five structure-gate failures and the startup-prompt ENOENT locally before the fix.
  • Focused bun test --isolate coverage: startup-prompt, star-deferral, sidebar-routes, structure-ssot, ci-structure-gate, setup-hooks, test-layout-tooling, and file-size-ratchet. Final results across those files: 138 passed, 2 existing Windows skips, 0 remaining failures. The first size scan timed out at its unchanged 5-second limit during concurrent work; its isolated rerun passed, with a 641 ms repository scan. The final consent-documentation edit was rerun separately: 14 passed.
  • bun node_modules/typescript/bin/tsc --noEmit: passed.
  • bun scripts/structure-ssot.ts: passed; regenerated INDEX.md is current.
  • bun scripts/generate-ocx-skill-surface.ts --check: passed (all 9 generated files current).
  • bun scripts/privacy-scan.ts and git diff --check: passed.
  • Workflow diff checked: comments only; triggers, permissions, action versions, and job commands are unchanged. Removed CODEOWNERS entries refer only to deleted files and repeat the unchanged global owners.

Full local platform suites were not run for this documentation/generator repair; exact-head hosted CI results will be recorded after completion. Initial sandbox-only test attempts stopped in the test runner's temporary-directory/lock setup, before test execution; the actual runs used the repository's home-isolation and write guards.

Scope

This is an explicitly requested draft candidate against this fork's main, where the deletion occurred. The inherited upstream target gate may reject a main-targeted repair; this PR does not relax that gate. Draft PR #1 and its Bun backport branch remain unchanged. The existing GitHub Pages failure is outside this repair. No merge, release, deployment, running-service change, credential change, or external model review was performed or requested.

Keep this PR draft. Local review inspected the complete change and confirms that application consent checks and runtime behavior were preserved.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Remote exact-head validation

Head 33b88b7ed3978d5a94d6a34dac2e64d7693a13b4: Cross-platform CI run 38573926417 completed successfully, including the structure gate, all four Linux test shards and desktop packaged-shell checks. macOS/Windows matrices were skipped by the existing PR selection policy. PR labeler, hygiene, React Doctor and async-contract catalog checks passed. The separate target-branch gate failed with wrong base (main); this candidate intentionally repairs the requested main regression and does not change that gate. No merge or deployment was performed.
