Reuse the canonical Photon builder to capture offline RPMs and PowerCLI modules, and add receipt-bound isolated VMware guests with a private serial console. Bind PR installer source separately from independently verified signed main software. Development images use a distinct public fixture trust identity; production signing and verification retain their main-only release boundary. Synchronize version 0.9.455 after incorporating current main.

Adds experimental offline x86-64 UEFI installer tooling for the scoped validation work in #1072, related to parent #542.
The installer authenticates embedded Photon packages and signed Atlaso software without a network fallback. Auto and native Custom layouts require explicit disk identities and a No-default destructive review. Named Depot and SFTP Backups storage choices preserve existing/shared storage by default; optional disk assignments are explicit. Independent before-write checks enforce mount safety, the canonical 32-mount limit including EFI, and protection of unselected disks.
Development media provides graphical and serial boot choices, native progress/output consoles and reversible account/layout navigation. Installation requires hardware-backed Ethernet but does not require carrier, DHCP or Internet. It persists real system adapters, labels installed GRUB entries Atlaso Appliance, and includes the bootstrap ICMPv6 numeric-protocol correction. Both host and guest layout-helper pins match the exact reviewed source. Existing signature, current official metadata, full transaction/RPM/firmware/module-index and unknown-profile gates remain strict.

afa0b2f269f7e5f0867f9f16edfa2212f546b41eec8e3d9d67d2724074d73d00. Complete authenticated readback verified 5,631 files, 1,601,821,835 payload bytes and all 244 RPMs. The source-audit entry precheck and two independent wrapper attempts failed and remain preserved; the distinct corrected independent audit passed. No whole-cohort pass is attributed to those failures.This closes only the experimental tooling child. Parent #542 and USB #1069, Update/rollback #1073, certificate address control #1074, physical acceptance #1075 and refresh automation #1076 remain open. APIPA #1077 and optional guest tools #1078 are separate follow-ups. No ISO signing/publication or additional VM operation is authorized by this PR.
