task-monitor 5/6: install.sh cargo build + CI Rust job #277

Closed

Description

@martin-conur

Part of #272. Depends on 4/6.

Scope

  • install.sh runs cargo build --release for the monitor when cargo is on PATH and symlinks the binary into ~/.local/bin. Without cargo it skips with one line saying how to get the monitor. The bash snapshot command installs either way.
  • A CI job that builds and tests the crate on macOS and Linux.
  • README section, install_symlinks tests, CHANGELOG with an upgrading note.
  • Out of scope: prebuilt release binaries (a later step).

    Scope change (2026-10-20, the user's call): the CI Rust job (build, test, clippy and fmt on macOS and Linux) moves into #276's PR #282, so the Rust code is verified by CI before it merges. This issue keeps the install.sh part only: cargo build and the symlink with a graceful skip, install_symlinks tests, README, and an upgrading note.
