Add --smooth-systs to smooth spline systematic ratios across reco bins - #618

Weighted local-linear Gaussian smoothing of the variation/CV ratios in FillSpline, applied per subchannel block and per axis for N-D binnings. Weights are the CV effective event counts, each block keeps its CV-weighted rate change, and the knob=0 point stays exactly 1. --smooth-systs-list restricts it to named systematics. norm and explicit_spline are never smoothed. Adds the header-only PROsmooth.h and a standalone Eigen-only test.
