Bump the script version to 3.1.4 and promote the CHANGELOG Unreleased section (PowerShell Gallery publishing on release) to 3.1.4. This tag is the first to publish SPSCleanVersions to the PowerShell Gallery via the release workflow.

Bump to 3.1.4 and promote the CHANGELOG Unreleased section (PowerShell Gallery publishing) to 3.1.4.
Tagging v3.1.4 after this merges will trigger the first publication of SPSCleanVersions to the PowerShell Gallery via the release workflow (PSGALLERYKEY secret is configured).
