extend VNM to include impurity neutral transport. Current only isvacuummodel = 1 is sued for impurity neutrals, which means the out-going flux of impurity neutrals are computed based on local half-Maxwellian. The test case coming along uses the same tele-transport matrix for impurity neutrals as atoms
