The problem size in HYDRO_2D used to include the full mesh extent but now it only uses the interior where the calculation takes place.

Summary
Add command line options to change the grid size of 2D and 3D kernels in each dimension.
This changes the definition of problem size for the LCALS_HYDRO_2D kernel to match the other multi dimensional mesh kernels. Now it only counts the interior of the mesh where calculations take place instead of the whole mesh including ghost/phony elements.
