What changed in this PR
This PR shortens Dependabot’s npm patch-release cooldown while preserving the existing policy for other updates.
Changes:
- Sets the npm patch-release cooldown to two days.
- Keeps the seven-day default for minor and major releases and leaves GitHub Actions updates unchanged.
- Adds a comment explaining the patch-release exception.

npm patch releases carry most security fixes, so they now wait three days instead of the full seven day cooldown. Minor and major updates keep the seven days. Security updates already ignore the cooldown, and the github-actions ecosystem is unchanged.
