orchestrator: recover stalled ticket redemptions - #15

Conversation
Retry eligible failed submissions and replace transactions that exceed a configurable inclusion timeout. Persist signed transactions, acknowledged nonces, and replacement history so recovery can resume after a restart. Reconcile older transactions through finality, repair nonce gaps, and retain ticket liability across reorgs and unresolved attempts. Add recovery settings, a database migration, and tests for shared-wallet and failure scenarios.
