Add `ocx usage compare` to read GET /api/usage for the named range and for the same range shifted back one equal window. Refuse --range all.
Hub and management payloads both supply totals and window fields; they do not share UsageSummary, so the compare reader keeps a local projection.

Fix the table row: unescaped pipes break the Markdown table.
The static analysis hint (MD056) reports 5 cells instead of 2. The | characters inside the code span are parsed as column separators. The preceding row (Line 418) has the same pattern, but this row adds one more. Escape each pipe as \|, or use |.

Move the compare example out of the per-account recipe.
Recipe 4 is "Attribute spend per account", and the next line says "Read accounts[]". ocx usage compare --json returns no accounts[], and the compare JSON shape states that provider, model, and account rows are not included. A reader who runs the compare command will find no account rows. Place the compare example in its own recipe or section.

Align the registry usage string with the actual compare grammar.
The ocx usage compare fragment omits --surface, --provider, --model, and --api-key-id. The handler, capabilities, and OBSERVE_USAGE all accept these flags. The help text for ocx help usage therefore under-reports the command.
Add the missing flags so all three declarations agree.

Align the test and output with local-calendar windows.
compareUsageWindows intentionally shifts by local calendar days. Across a DST transition, the current and previous windows can therefore have different elapsed millisecond durations. The test must not require equal elapsed milliseconds without fixing the timezone. Update the output label so it does not imply equal elapsed time.

🚀 Performance & Scalability | 🔵 Trivial | 💤 Low value
Document or guard the clock skew between the two reads.
Both windows are derived once from now, which is correct. The two reads then run sequentially, and the second read can start long after the first. The current window ends at now, so records written after now are excluded in both reads. The sequential reads still cannot see a consistent snapshot of the previous window if it is mutated. This is documented as "not an atomic snapshot", so no change is required.
Consider issuing both reads concurrently with Promise.all. This shortens the skew. It is safe only if runtimeRequest and fetchHubUsage tolerate parallel use. The current sequential order is also asserted in the test names. Keep the sequential order unless latency matters.

Assert the bounds and increase the test's value.
The test checks only that both URLs start with /api/usage?range=today&. A defect that sends identical windows for both reads would pass. Assert that the two since values differ and that requests[1] uses the previous window. The test also does not restore any spied output, so --json output goes to the real stdout. Capture console.log as the other suite does.

🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick win
Make the window tests independent of the host time zone.
compareUsageWindows uses local-time setDate and startOfLocalDay. The assertions at Lines 63-64 and 71 depend on the host TZ. The equal-duration check at Line 64 fails on a DST-observing host when a transition falls in the window. The default NOW is mid-October, so it passes in most zones today, but it is fragile.
Pin TZ for this suite or compute the expected values independently. Add one case that crosses a DST boundary and asserts the intended contract. This also covers the 30d range, which currently asserts only days.

Update the compareUsageWindows tests to run with a pinned time zone or
independently computed expectations, and add a case crossing a DST boundary that
verifies the intended window-duration contract. Extend the 30d assertions beyond
days to cover its window boundaries and separation.

Assert the previous-window bounds in the key-scope and default-range tests.
The default-range test (Lines 146-147) and key-scope test (Lines 216-219) check only the first request. A defect in the second read's bounds or transport options would pass. In the key-scope test, assert inits[1]!.redirect and inits[1]!.credentials, and urls[1]'s since and until.

Extend the default-range and key-scope tests to verify the previous-window
request’s `since` and `until` bounds through `urls[1]`. In the key-scope test,
also assert `inits[1]!.redirect` and `inits[1]!.credentials` match the expected
transport options.

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:
Required local validation passed; commands, results, and any full-suite exception are documented.
I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).
I resolved all correct Codex and CodeRabbit findings.
My PR is ready for review.
