Summary

Lets one Claude model id fail over across three billing paths, in order, while clients keep sending the same id:

  1. the Anthropic OAuth subscription pool (existing order),
  2. Cursor's copy of the same model (cursor/claude-opus-5-5, same effort),
  3. a pay-per-use Anthropic API key,
  4. and when all three are limited, the upstream 429 is returned unchanged so the client's own fallback takes over.

The ordering itself already works with a failover combo whose alias is the id clients send. Configuring that alone left two gaps, which this PR closes:

  • Metered spend reachable by any issued key. A key scoped with allowedModels: ["claude-opus-5-5"] would start spending pay-per-use credit the moment the subscription runs out. New combo target flag metered: true plus apiKeys[].allowMeteredComboTargets: issued keys stop at the last unmetered target and get its error, unless they opt in. The env token and loopback callers (the operator's own clients) are not restricted. Every pick, including the recovery picks, enforces it. The management combo route carries metered across GUI round-trips the same way it carries lastResort.
  • A spent weekly window parked the subscription for days. A 429 with a weekly reset (e.g. retry-after: 318747) cooled the account until that reset, so the chain stayed on Cursor or the API key even after the subscription recovered early. New anthropicAccountPool.quotaRecheckMs (60000..86400000, unset = unchanged) caps a 429 account cooldown: the account is re-offered after at most that long, and it either serves again or answers 429 and is re-cooled. A combo request is not pinned, because every request starts at target docs: record OpenCode Go official contract retry #1. Account 403 backoff is unchanged.

There is also one log line, [combo] <id>: served by target #N <provider/model> (metered) after K earlier target(s), emitted when a later target served. It contains no account ids.

Example:

"anthropicAccountPool": { "quotaRecheckMs": 300000 },
"combos": { "claude-chain": { "alias": "anthropic/claude-opus-5-5", "strategy": "failover", "targets": [
  { "provider": "anthropic", "model": "claude-opus-5-5" },
  { "provider": "cursor", "model": "claude-opus-5-5" },
  { "provider": "anthropic-api", "model": "claude-opus-5-5", "metered": true }
] } }

Verification

  • tests/adapters/anthropic/anthropic-subscription-chain.test.ts (new, 8 cases): healthy subscription keeps the same wire body; subscription spent → Cursor at the same effort; subscription + Cursor limited → API key with x-api-key and cache_control preserved; all three limited → 429 to the caller; an issued key stops before the metered target; an opted-in key reaches it; quotaRecheckMs brings a recovered subscription back; without it, the stated 88 h reset still holds. Before the change: 2 of the 8 fail; after the change: 8/8 pass.
  • bun test --isolate tests/adapters/anthropic tests/codex-integration/combos.test.ts on this branch: 1171 pass, 0 fail (dev: 1163 pass, 0 fail).
  • bun x tsc --noEmit: exit 0.
  • Real process, fake upstreams: started bun src/cli.ts start with an isolated OPENCODEX_HOME, a subscription stand-in, an OpenAI-chat stand-in in Cursor's slot (Cursor's wire cannot be faked over HTTP), and a metered Anthropic stand-in, then drove /v1/chat/completions:
    • healthy → subscription served
    • subscription 429 → Cursor slot served, log served by target #2
    • subscription + Cursor 429 → metered served with x-api-key and cache_control, log served by target #3 ... (metered)
    • issued key in the same state → 503, metered upstream never hit
    • all three 429 → 429 to the caller
  • The pre-existing tests/config/serving-runtimes.test.ts failures (13) reproduce on unmodified dev and are unrelated.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed (combos guide, routing and providers reference).
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults (metered targets default-deny for issued keys; the new key field is not .catched so a damaged value never grants spend).

Summary by CodeRabbit

  • New Features
    • Combo targets can be marked as pay-per-use. Issued API keys can access them only when explicitly permitted; environment-token and loopback access remains unrestricted.
    • Anthropic account pools can recheck quota-limited accounts after a configurable interval, allowing recovered accounts to become available sooner.
  • Documentation
    • Added configuration guidance for metered combo targets and Anthropic quota rechecks.

Review readiness checklist

This PR stays in draft until every box below is ticked. Tick all four boxes once the requirements are met:

  • Required local validation passed; commands, results, and any full-suite exception are documented.

  • I pushed my PR to a recent dev commit (at most 10 behind; a maintainer may still ask for the exact tip before merge).

  • I resolved all correct Codex and CodeRabbit findings.

  • My PR is ready for review.

…ption-first Claude chains

One model id can now fail over across billing paths: an Anthropic OAuth subscription pool,
Cursor's copy of the same model, then a pay-per-use Anthropic API key.

- combo target `metered` + apiKeys[].allowMeteredComboTargets: issued keys never reach a
pay-per-use target unless opted in; env token and loopback callers may.
- anthropicAccountPool.quotaRecheckMs: caps a 429 account cooldown so a spent weekly window
is re-offered instead of waiting days, and a recovered subscription serves again.
- log a [combo] line naming the serving target index when a later target served.

📝 Walkthrough

Walkthrough

The change adds metered-target access controls to combo routing and adds a configurable upper bound for Anthropic account cooldowns after HTTP 429 responses.

Changes

Metered combo target access

Layer / File(s) Summary
Metered target configuration and normalization
src/types/config.ts, src/cli/combo-input.ts, src/combos/types.ts, src/config/schema/leaf-validators.ts
Combo targets accept an optional metered flag, which normalizes to false unless it is exactly true. API-key entries accept the optional allowMeteredComboTargets boolean.
Persisting and enforcing metered access
src/server/admission-model-scope.ts, src/server/management/combo-routes.ts, src/server/responses/core-combo.ts
Combo updates preserve an existing metered flag when the submitted target omits it. Routing excludes metered targets when an issued key lacks the opt-in, including cooldown-wait picks. Environment-token and loopback admissions are not restricted.
Routing tests and configuration reference
tests/adapters/anthropic/anthropic-subscription-chain.test.ts, tests/codex-integration/combos.test.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json, docs-site/src/content/docs/guides/combos.md, docs-site/src/content/docs/reference/configuration/routing.md
Tests cover fallback across subscription, Cursor, and API-key targets, including issued-key access rules. The configuration reference describes the metered flag and access behavior.

Anthropic quota cooldown rechecks

Layer / File(s) Summary
Quota recheck configuration
src/types/anthropic-account-pool.ts, src/config/schema/anthropic-account-pool.ts, docs-site/src/content/docs/reference/configuration/providers.md
The optional quotaRecheckMs setting has an inclusive range of 60,000–86,400,000 ms.
Cooldown calculation and tests
src/oauth/anthropic-routing.ts, tests/adapters/anthropic/anthropic-subscription-chain.test.ts
When configured, the interval caps HTTP 429 cooldowns. HTTP 403 cooldowns remain unchanged. Tests cover configured and absent intervals.

The hygiene check flags unsponsored_surface because src/oauth/anthropic-routing.ts changes. The change there is limited to the 429 cooldown length: anthropicAccountPool.quotaRecheckMs (unset by default, so behaviour is unchanged) caps it via Math.min. No credential, token, or account-selection logic is touched; 403 backoff is untouched. The admission-side change (admission-model-scope.ts) only narrows what issued keys may reach. Requesting maintainer-sponsored after review.

Add a focused management API regression test for metered.

handleComboRoutes preserves a stored metered: true value when a PUT /api/combos target omits the property. An explicit metered: false must clear it.

Add the test near the existing management tests in tests/routing/combo-management-api.test.ts:

  1. PUT a combo with a metered target.
  2. GET the combo.
  3. Remove metered from the returned target and PUT the target list.
  4. Assert that GET still reports the target as metered.
  5. PUT the same target with metered: false and assert that GET no longer reports it as metered.

The normalization assertions in tests/codex-integration/combos.test.ts do not exercise this management GET/PUT path.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Exclude denied metered targets from the replay-incompatibility check.

If an issued key cannot use a metered target, targetEligible excludes it from selection. onlyReplayIncompatibleTargetsRemain at Lines 456–465 still counts it. When every remaining unmetered target is replay-incompatible but a metered target is compatible, the no-pick branch returns comboUnavailable() instead of targetIncompatibleResponse(). Apply the same metered permission check when that helper builds remaining.
