Overview
test-service now requires psr/log 3.* instead of 1.*, so Composer can resolve the current PSR-3 major line for that harness.

This is a dependency constraint-only change in test-service/composer.json; no application or test source files are modified. The main SDK already allows psr/log v1–v3, so the test service is brought in line with a newer interface version (including v3 return types).
