ci: automatically close stale issues and pull requests - #391
Added automated handling for inactive issues and pull requests. Issues are marked stale after 60 days without activity, and pull requests after 30 days. Items that remain stale for another 7 days are closed. The pinned and keep-open labels exempt items from this process, and new activity removes the stale status. The workflow runs daily and can also be started manually. Stale and closure notices explain how to keep items open or reopen them.

Walkthrough
Adds a GitHub Actions workflow that runs daily or on manual dispatch. It marks inactive issues and pull requests stale after different periods, then closes them after seven additional days.
Changes: Stale item handling
Layer / File(s)
Summary
Configure stale item handling .github/workflows/stale.yml
The workflow uses actions/stale@v11 to label inactive issues and pull requests, close them after seven more days, exempt items labeled pinned or keep-open, and remove stale status after updates. It also sets job permissions, concurrency, and a 10-minute timeout.
The stale workflow is ready to merge after normal checks. Its automatic closure messages match the configured timing and exemptions.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Pin actions/stale to a full commit SHA.
The @v11 reference can resolve to different action code on a later daily run. That code runs with the job’s issue and pull-request write token. Pin the reviewed release to its full commit SHA so a moved tag cannot change the executed code. GitHub recommends full-SHA pinning for this risk. (docs.github.com)
Based on learnings, pin action references to full commit SHAs rather than mutable tags.

actions/stale@v11 to grant Actions write access, while preserving the existing
