chore: remove six unused image projects and prune orphaned base pins - #93

Delete cerebro, coolmodfiles, dupligator, featmap, onms-minion, sunshine. CI discovers projects from */Dockerfile.tpl, so the build matrix shrinks automatically (28 -> 22) with no workflow change. Prune the four base_images.sh pins left with no consumer: LANG_JRE_11 (cerebro), LANG_NODE_16 (coolmodfiles), LANG_GO_ALPINE (dupligator), LANG_PYTHON_3_ALPINE (sunshine; robotframework already overrides it). Also drop the dead cerebro Bazel .gitignore block and fix a stale robotframework comment. Published tags are unaffected.
