Closes #6978

Fixed 34 broken links detected in run 35063405745:

Internal Links (29 missing .md extensions):

  • Fixed links in multi-plugin docs (installation_guide, usage_guide, architecture_guide, development_guide, api_reference)

Broken Anchors (2):

  • Fixed non-existent anchor in CONTRIBUTINGKS.md (removed broken link to missing section)
  • Fixed broken anchor in contributor_ladder.md by converting 'Returning from Emeritus' to proper markdown heading

Broken GitHub Link (1):

  • Fixed scorecard-monitoring.md link to point to /security instead of non-existent /security/code-scanning path

- Fix 29 missing .md extensions in multi-plugin docs (links to installation_guide, usage_guide, architecture_guide, development_guide, api_reference)
- Fix broken anchor in CONTRIBUTINGKS.md by removing link to non-existent section
- Fix broken anchor in contributor_ladder.md by converting 'Returning from Emeritus' to proper heading
- Fix broken GitHub link in scorecard-monitoring.md (code-scanning tab doesn't exist, point to security tab instead)

I'm waiting for a kubestellar member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
