Adds .github/workflows/release.yaml. Pushing a v* tag:

  1. Checks the tag matches version in both plugin manifests and both marketplaces, and fails with the mismatched file otherwise.
  2. Runs gh release create <tag> --verify-tag --generate-notes with a fixed install header prepended, so the notes list the merged PRs since the previous tag.

Smoke test

  1. Push a tag matching the manifests (e.g. git tag v0.2.0 && git push origin v0.2.0) → the Release workflow passes and a GitHub release appears with the install header followed by "What's Changed" and a Full Changelog link.
  2. Push a tag that doesn't match (e.g. v9.9.9) → the workflow fails at "Check versions" naming plugin.json, and no release is created.
