Formula/oatp.rb installs the oatp binary from the GitHub release tarballs (macOS arm64 and x86_64, Linux x86_64). The formula CI job audits it in a local tap, then installs and tests it.

adds Formula/oatp.rb so oatp can be installed from this repo as a tap, same pattern as zkit and aa. it installs the prebuilt release binary (macos arm64/x86_64, linux x86_64), so the version and sha256s need bumping on each release; automating that from release.yml is a follow-up. README gets the tap commands next to the existing installer.
