The template and policy checker require a heading before the change summary. Let descriptions open directly with the result, and update the contributor and review guidance to match. Continue to require an opening description, accepting the old heading only as the first section. Render GitHub-flavored Markdown with Goldmark and inspect the HTML with x/net/html so headings, separators, and empty blocks do not count as descriptions. Headings inside code examples are not treated as PR sections. Both dependencies are used by the internal policy checker.

Start PR descriptions with the resulting behavior and scope, without a “What this does” heading. Update the template, contributor guidance, and policy checker together. The checker renders GitHub-flavored Markdown and inspects the resulting HTML to distinguish description content from headings, separators, and empty blocks. Existing PRs can retain “What this does” as their first section.
Why
The opening can describe the change directly; the heading adds nothing. The checker needs Markdown block structure to distinguish descriptions from formatting markers and keep section headings inside code examples from becoming PR sections.
Documentation
Update CONTRIBUTING.md and AGENTS.md to refer to the opening description. Keep the requirements for representative API calls and ownership, cleanup, and safety examples.
