But since instances in multiple locations are becoming more common, maybe I should just collapse those instances down to one and allow selecting all the regional ones from the country column.

yeah, that would be a good idea. Though, you probably don't want to make the flags the way to acess the URL for acessibility reasons (hitbox too small).
