ci: clear the test-removal rows consumed by batch 10-27a - #7450

…ct (#7454) ## 무엇 main의 `issue_4313_prompt_policy_contract` 시험이 실패하고 있습니다. 고정 Full 프롬프트가 3,053바이트 기준선보다 작아야 하는데 3,071바이트입니다(#7450 CI worker 4). 원인은 CI 없이 머지된 문구 수정 두 건입니다. #7447이 +30바이트, #7451이 +18바이트를 늘렸습니다. 기준선은 올리지 않고 같은 뜻의 짧은 문구로 줄입니다. - `prompt_builder/mod.rs`: 'The user sees tool cards, not tool output; put needed results in your text.'
