Adds a first read-only SEC EDGAR checkpoint following the repository's existing Idriç CLI/API pattern.
Public endpoints exposed:
Networking remains an explicit ICU/Idric-Net hole. Requests require
SEC_USER_AGENT, matching SEC automated-access policy; URL-only commands require no network or credentials.Also adds:
Sec.idricsymlinkcheckpoints/sec/checkwith deterministic URL/policy checks and optional Idriç typecheckEDGAR Next authenticated filer-management/submission APIs are deliberately left out of this read-only slice.
