Add an all-green job that needs every other ci.yml job and passes only when all of them succeeded, so the rulesets can require one check from this workflow. Document in AGENTS.md that new jobs join its needs. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Adds an
All greenjob (idall-green) at the end ofci.yml. It runs withif: always(), needs every otherci.ymljob (secrets-scan,lint-actions,lint,test,examples-check,deptry,duplication) and passes them tore-actors/alls-green@release/v1astoJSON(needs).ci.ymlhas anif:, soallowed-skipsis left out. As a result,Unit Testsbeing skipped after aLint & Type Checkfailure fails the gate.api-compat.ymlstays its own workflow. The rulesets then require onlyAll greenandAPI Compatibility.ci.ymljob toall-green'sneeds, and toallowed-skipsonly when it skips by design.actionlintis clean locally.
