Require review before deposit/withdraw so asset and peer liquidity flows meet WCAG 3.3.4, matching existing wallet-address/payment dialogs.

Asset and peer deposit/withdraw posted to the Admin API as soon as the
amount form was submitted, with no review step. WCAG 3.3.4 requires a
chance to confirm financial actions.
Wire LiquidityDialog through LiquidityConfirmDialog (same pattern as
wallet-address and payment liquidity): Review → confirm amount → submit,
with Back to edit and Cancel to dismiss.
