feat(abi): certificates whose level is their witnesses (ProgressiveW) - #279
Closes the last proof-side gap in the certificate layer of Proofs.idr.
WitnessCertificate kept one witness per attestation, but its highest level was a free Nat: MkWitnessCert [] 15 [] reported 15 while holding no attestation. A8 had also left the "progressive-order" claim (no level without the ones below it) as future work, pending a chain indexed by level = S prevLevel.
ProgressiveW n is that chain. StartW takes a level-1 witness, and AdvanceW takes only the next level's witness, so the type has no inhabitant without a witness for every level 1..n.
Changes
ProgressiveW n (StartW / AdvanceW), chainTop, chainLevelPositive, and the helper lteSuccSplit.
levelMonotoneW: a chain at level n yields the LevelAttestationW m for every m with 1 <= m <= n. This is PROOF-NEEDS §P3.2's levelMonotone, stated over witnesses.
chainCert sets the certificate's highest level to the chain's index (chainCertHighest). chainAchievedIn and chainCertAchieves show the certificate claims every such level.
witnessAchievedEntails: any level a WitnessCertificate claims gives that level's witness back, so the claim is evidence and not just a label.
simpleReadChain, fullChain12 and fullChain15 keep the witnesses that the legacy certificates throw away. The *Legacy lemmas (Refl) show each one projects to simpleReadCert, fullCert12 or fullCert15.
New expected rejections:
tests/reject/SkippedLevel.idr: a chain that jumps from level 1 to level 3.
tests/reject/ClaimWithoutWitness.idr: a claim of level 7 in a certificate with no attestations.
tests/proof/regression.mjs pins the 16 new names. Comments in A8/A9 and CHANGELOG.adoc are updated, and the rejects README gains the two new rows.
Not changed (stated, not fixed):
The legacy ProofCertificate still exposes MkAttestation, so a legacy claim proves nothing about witnesses.
The chain does not model NotApplicable. A certificate that waives a level stays on the legacy path.
Purely additive: no existing definition changes. No believe_me, assert_total or postulate, and %default total holds.

Testing
All run locally with Idris2 0.8.0:
idris2 --build src/abi/typed-wasm.ipkg: exit 0, with no Error: lines.
tools/check-kernel-proofs.sh: OK: kernel proofs — build, 13 rejection(s), table, and 4 negative control row(s). Both new rejects are refused at their invalid declaration with the expected message.
WitnessCertificate carried a witness per attestation, but its highest
level was a free Nat: MkWitnessCert [] 15 [] reported 15 while holding
no attestation. And A8 left the "progressive-order" claim (no level
without the ones below it) as future work, pending a chain indexed by
level = S prevLevel.
ProgressiveW n is that chain. StartW takes a level-1 witness and
AdvanceW only the next level's, so the type has no inhabitant without
a witness for every level 1..n.
- levelMonotoneW: a chain at level n yields the witness for every m
with 1 <= m <= n (PROOF-NEEDS P3.2's levelMonotone, over witnesses).
- chainCert sets the certificate's highest level to the chain index
(chainCertHighest); chainAchievedIn / chainCertAchieves show the
certificate claims every such level.
- witnessAchievedEntails: any level a WitnessCertificate claims gives
that level's LevelAttestationW back.
- simpleReadChain, fullChain12, fullChain15 keep the witnesses the
legacy certificates discard; *Legacy lemmas (Refl) show each projects
to simpleReadCert, fullCert12 and fullCert15.
- Rejects SkippedLevel and ClaimWithoutWitness; regression inventory
gains the 16 new names.
Legacy ProofCertificate is unchanged and still exposes MkAttestation,
so a legacy claim proves nothing about witnesses. The chain does not
model NotApplicable. No believe_me, assert_total or postulate;
%default total.

Added witness-backed certificate chains that record attestations for every consecutive level, from level 1 through the highest claimed level.
Added ways to verify attestations and achievements at any level in a chain.
Added witness-backed chains for existing level 6, 12 and 15 certificates, while preserving their existing certificate representations.
Bug Fixes
Witness-backed chains reject skipped levels and achievement claims that lack the required witness evidence.
The proof module adds consecutive, witness-indexed certificate chains. It proves level and achievement claims for those chains, adds chain forms of existing certificates, and adds regression and rejection tests.
Changes: Witness-indexed certificate chains
Layer / File(s)
Summary
Define and inspect progressive chains src/abi/TypedWasm/ABI/Proofs.idr, tests/reject/SkippedLevel.idr
ProgressiveW represents consecutive attestations beginning at level 1. New proofs extract a witness for each bounded level. The rejection fixture attempts to skip a level.
Project chains into witness certificates src/abi/TypedWasm/ABI/Proofs.idr, tests/reject/ClaimWithoutWitness.idr
New functions convert chains into ordered attestations and witness certificates. Proofs connect the chain’s levels to achievement claims and recover attestations from claims. The rejection fixture checks a claim against an empty attestation list.
Add concrete chains and validation src/abi/TypedWasm/ABI/Proofs.idr, tests/proof/regression.mjs, tests/reject/README.adoc, CHANGELOG.adoc
New chain constructors cover the existing level-6, level-12, and level-15 certificates, with proofs that their projections equal the existing certificates. Regression checks and the fixture table list the additions. The changelog records the chain model and its stated exclusions.
No actionable issue remains from this review; the change is mergeable after normal checks.

ubuntu-latest moved to Ubuntu 26.04 on 2026-10-19. The kernel-proofs job
installs Agda from apt, so it got Agda 2.8.0, which prints error
locations as file:11.38 where 2.6.3 printed file:11,38. occupancy-types'
own reject check only accepts the old form, so it reported CostIsOccupancy
as an unexpected failure even though Agda refused it correctly. Every PR
now fails the job; main last ran it on 2026-10-17, before the move.
The job runs on ubuntu-24.04, whose agda-bin is 2.6.3, and
check-kernel-proofs.sh refuses any other Agda (ALLOW_ANY_AGDA=1 to
override), as it already refuses any Idris2 but 0.8.0.

"Grade kernel proofs (Idris2 0.8.0 + Agda)" failed on 1a504c1 because of the runner image, not this PR. Every Idris2 step passed, including the two new rejection fixtures. The failure is in occupancy-types' upstream Agda check.
ubuntu-latest became Ubuntu 26.04 on 2026-10-19, so the job's apt install agda-bin now installs Agda 2.8.0. Agda 2.8.0 writes error locations as file:11.38 instead of file:11,38. occupancy-types' check-agda.sh accepts only the old form, so it counts the correct rejection of CostIsOccupancy as an unexpected failure. Main last ran this job on 2026-10-17, before the image change.
The fix is in #280: pin the job to ubuntu-24.04 (Agda 2.6.3) and refuse any other Agda version. I've ported it here as 0705c0d. It becomes a no-op once #280 merges.
The glob *"version 2.6.3"* also accepted 2.6.3.1 or 2.6.30. The check
now requires the line to be exactly "Agda version 2.6.3".

All checks are green on dfdc603, including "Grade kernel proofs" on the pinned ubuntu-24.04 runner. The only blocker is the required scan / gitleaks check, and it isn't this PR's.
Secret Scanner calls hyperpolymath/standards/.github/workflows/secret-scanner-reusable.yml@da2c748. GitHub rejects that reusable's lock with "Unable to resolve action actions/checkout@3d3c42e…: invalid lockfile pin". It has failed this way on main since #278 (415f49a). On this head the run fails at startup with no jobs.
The fix is the estate re-pin of the standards reusables to 75bd599, which the owner runs, so this PR doesn't widen to cover it. I haven't re-run it, because a re-run hits the same pin.
## Summary
The Contract Gate's "Grade kernel proofs (Idris2 0.8.0 + Agda)" job now
fails on every PR, for a reason no PR introduced.
On 2026-10-19, `ubuntu-latest` moved to Ubuntu 26.04. The job installs
Agda from apt, so it now gets Agda 2.8.0 (the log shows `Image:
ubuntu-26.04` and `Agda version 2.8.0`). Agda 2.8.0 prints error
locations as `CostIsOccupancy.agda:11.38-42`, where 2.6.3 printed
`:11,38`. occupancy-types' own `scripts/check-agda.sh` accepts only
`[0-9]+,[0-9]+`, so it reports a correct rejection as `ERROR: unexpected
failure while checking CostIsOccupancy`. Main last ran this job on
2026-10-17, before the move, and it passed.
It first showed up on #279 (run 40415000878).
## Changes
- `.github/workflows/contract-gate.yml`: the kernel-proofs job runs on
`ubuntu-24.04`, whose `agda-bin` is 2.6.3. The other two jobs are
toolchain-free and stay on `ubuntu-latest`.
- `tools/check-kernel-proofs.sh`: refuses any Agda other than 2.6.3,
unless `ALLOW_ANY_AGDA=1` is set. It already refuses any Idris2 other
than 0.8.0. With this check, the next image change fails with a clear
message instead of an opaque reject failure.
- `CHANGELOG.adoc` entry.
Not in this PR: occupancy-types' location regex could accept both
formats. That would be an upstream change in occupancy-types and a
re-pin here. The version check makes this repo correct either way.

## Testing
Run locally on Ubuntu 24.04.5 with `agda-bin` 2.6.3-1build1:
- With Agda 2.6.3, `tools/check-kernel-proofs.sh` prints `OK: kernel
proofs — build, 11 rejection(s), table, and 4 negative control row(s)`.
- With a stub `agda` reporting `Agda version 2.8.0` first on `PATH`, it
prints `FAIL: Agda 2.6.3 required …` and exits 1.
