# CLAUDE.md - AI Assistant Instructions

## Fork governance (read before changing a workflow)

Every pull request in this repository gets one generated comment, marked
`<!-- fork-governance-verdict: regenerated on every run -->`. It reports three
lanes in a fixed order: summary, **k9-deed conformance**, **Hypatia verdict
grid**. The comment is produced by `.github/workflows/fork-governance.yml`
(lanes) and `.github/workflows/fork-governance-reusable.yml` (posting).

Documentation, in AsciiDoc, lives in `3-practice/fork-governance/` — `SPEC.adoc`
is normative for the comment's markers and order. Machine-readable route:
`:governance` in the `routing` clause of `standards_chora.deed`.

Never hand-edit the comment, and never reorder the sections.

Do not claim that propagation activates governance.

If a target repository has not adopted the governance workflows, propagation still copies this pointer to its root. The statement that every pull request carries a comment is then false. Describe the comment as available after adoption, and direct readers to ADOPTION.adoc.

Review comment at @.github/fork-governance-pointer.adoc around lines 9 - 10:
Revise the “Fork governance” description to say the pull request comment is
available only after a target repository adopts the governance workflows;
clarify that propagation alone does not activate governance, and direct readers
to ADOPTION.adoc for adoption instructions.

lanes, in this order:

[cols="1,4",options="header"]
|===
| Lane | What it tells you
| DEED syntax | whether the repository's `.deed` self-description still parses
| k9-deed conformance | whether its committed K9 contracts pass layers L0–L2
| Hypatia verdict grid | what the scanners ran and what each of them reported
|===

The comment opens with a summary table, then the k9-deed grid, then the
Hypatia grid. A row that is *orange* means the evidence is missing, not that
the check passed. Nothing in the comment is a security certification.

== Where the normative documentation lives

All of it, in AsciiDoc, in one place:

https://github.com/hyperpolymath/standards/tree/main/3-practice/fork-governance

* `README.adoc` — what the system is and how to read a row
* `SPEC.adoc` — the normative comment contract (markers, order, states)
* `LANES.adoc` — each lane's implementation, artifacts and permissions
* `ADOPTION.adoc` — how to turn it on in another repository
* `DISCOVERY.adoc` — this chain, and what keeps it from rotting

== If the comment is missing

The comment is produced by `.github/workflows/fork-governance.yml` in this
repository. If a pull request has no such comment, that workflow did not run
on it — which is a defect in this repository, not an absence of findings. Check
the Actions tab for a run named *Fork governance*.

# fork-governance-reusable.yml — post the Fork governance summary on a pull
# request, with the lanes in a fixed order:
#
# 1. summary DEED syntax · k9-deed conformance · Hypatia verdict grid
# 2. k9-deed conformance grid
# 3. Hypatia verdict grid
#
# This workflow POSTS; it does not run the lanes. A reusable cannot read the
# caller's `needs` graph, so the caller passes its lane results and verdicts in
# as inputs. That is deliberate: the posting step must not be able to invent a
# lane outcome, and a lane that never ran has no result to pass — it renders
# orange, which is the truth.
#
# WHY THE LANES DO NOT POST THEMSELVES. `k9-conformance.yml` and
# `hypatia-scan-reusable.yml` render grids and publish artifacts. They ask for
# no write permission, because a reusable may not request more than its caller
# grants and most callers grant only reads. This workflow is the single place
# that is allowed to write to a pull request, so there is exactly one comment,
# one marker, and one update loop per repository.
#
# Documented in 3-practice/fork-governance/ (SPEC.adoc, LANES.adoc,
# ADOPTION.adoc). Read those before changing the comment shape: the markers are
# a contract with every downstream reader.
