What

Lands the three actions.lock repair generators used in the estate desync campaign (standards#968) so the cure is reproducible by anyone, not just one agent's scratch dir:

script job
scripts/complete-job-refs.sh adds job-level reusable refs (owner/repo/.github/workflows/x.yml@ref) that gh actions-lock v0.1.6 does not write; creates missing per-workflow entries
scripts/close-lock.sh closes dangling edges — builds a dependencies: record for every ref the lock names but does not define (a dangling edge = startup_failure, jobs=0). Shape-validates every API capture (ids ^[0-9]+ [0-9]+$, sha 40-hex); a failed lookup is SKIPPED and the script exits 3 rather than writing an error body into the lock
scripts/prune-stale.sh drops per-workflow refs no workflow uses any more, with a second literal-grep oracle that vetoes any prune the parser and grep disagree on

Repair order (also in each header): gh actions-lock → relock-sha-keys.sh → complete-job-refs.sh → close-lock.sh → prune-stale.sh.

Evidence

  • Fixture suites: close-lock-test.sh 9/9, complete-job-refs-test.sh 11/11, prune-stale-test.sh 11/11. Each has a planted positive and planted negatives.
  • Mutation-checked: four mutants (blind id-shape check, blind sha-shape check, rest() removed, oracle veto removed), each bash -n-valid, each killed by exactly the intended control.
  • Docstring coverage on the touched range: 16/16 (.githooks/docstring-scan.sh --range).
  • All pre-commit gates pass; both commits SSH-signed.

No workflow, ruleset or existing script is changed.

Housekeeping item from the campaign plan (task #38).

Three repair steps the round-3 lock campaign (standards#968) ran from a job
scratch dir, now reproducible by anyone. Repair order, recorded in each header:
gh actions-lock -> relock-sha-keys.sh (existing) -> complete-job-refs.sh ->
close-lock.sh -> prune-stale.sh.

- complete-job-refs.sh: add job-level reusable refs (owner/repo/.github/
workflows/x.yml@ref) that gh actions-lock v0.1.6 does not write; creates a
workflow entry when the lock has none (was silently dropped).
- close-lock.sh: build top-level dependencies: records for dangling edges
(a dangling edge = startup_failure, jobs=0). Every API capture is
shape-validated (ids, 40-hex sha); a failed or malformed lookup SKIPs, writes
nothing and exits 3 - an error body is never recorded as a value.
- prune-stale.sh: drop per-workflow refs no uses: references. Two oracles
(parser + literal grep -F) must agree; disagreement keeps the ref.

respell-literal.sh is NOT landed: relock-sha-keys.sh on main supersedes it.

Tests (picked up by self-test.yml): close-lock 9, complete-job-refs 11,
prune-stale 11. Each guard mutation-checked: 4 valid mutants, 4 killed, each
by its intended control.

AGENTS.md §5d: each shell and awk function added by the generator
commit now carries a one-line comment block stating what it does.
No behaviour change; all three fixture suites still pass.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Added tools to complete workflow lock entries from reusable-workflow references, add missing dependency records when their revisions can be resolved, and remove stale workflow references.
    • Lockfile updates preserve dependency records and sort entries consistently. Unresolved references are skipped, and stale references are retained when checks disagree.
  • Tests
    • Added offline checks for lockfile updates, missing or invalid references, stale-reference handling, and repeat runs.

Walkthrough

Adds three Bash utilities to reconcile reusable-workflow references in actions.lock, resolve missing dependency records, and prune stale workflow references. Each utility has an offline fixture test suite.

Changes

Workflow lock maintenance

Layer / File(s) Summary
Reconcile reusable-workflow references
scripts/complete-job-refs.sh, scripts/tests/complete-job-refs-test.sh
Collects pinned job-level reusable-workflow references and merges them into the lock’s workflows: section. Tests cover filtering, merging, idempotence, and structural errors.
Resolve transitive lock records
scripts/close-lock.sh, scripts/tests/close-lock-test.sh
Finds missing workflow and nested dependency records, resolves and validates their IDs and commit SHAs, then inserts valid records in sorted order. Tests cover resolved references, ordering, and lookup failures.
Prune stale workflow references
scripts/prune-stale.sh, scripts/tests/prune-stale-test.sh
Identifies unused workflow references and uses a literal-text check to veto removals. Tests cover retained references, pruning, empty entries, and idempotence.

Merge Risk: 🔵 Low · up to 67458

The repair scripts have a bounded error-handling gap: a failed workflow read can silently omit reusable-workflow references. Fixing failure propagation is recommended; no broader closure or pruning failure was established.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 67458

The repair tools can remove a still-used dependency under a parser blind spot, silently leave coverage incomplete, or strand a partially written lock. These risks are bounded to workflow-lock integrity and recovery; credential theft or privilege escalation is not established.

Retained concerns

  • Medium · reliability · inferred: The literal fallback does not reliably contain parser blind spots for reusable workflows or action subpaths. For example, a valid quoted YAML key such as "uses" is missed by the line parser; a corresponding owner/repo@ref lock key is also absent literally from owner/repo/.github/workflows/file.yml@ref. Both checks can therefore approve removal of a still-used reference. This is an inferred failure path, not an observed production incident or verified enforcement bypass.
  • Low · reliability · inferred: Completion disables failure propagation for workflow extraction and does not inspect the capture status. An unreadable workflow or another extraction failure can leave required new references absent while the script publishes and reports success. Existing refs are preserved, limiting the failure to incomplete repair rather than demonstrated deletion. The available validator excludes reusable-workflow refs, so it does not establish containment of this false-success state.
  • Medium · reliability · inferred: The generators stage output but publish by truncating and overwriting the live lock, without atomic replacement, writer coordination, or restoration of the previous lock. Interruption or write failure can strand incomplete state; concurrent changes can be overwritten. Closure can also persist successful records before returning exit 3 for unresolved records. Temporary-file cleanup and repeatability on stable inputs do not restore the prior durable state.
Security review details

Security Blast Radius

  • inferred — The demonstrated mutation scope is the selected workflow directory’s lock and the workflows consuming it. Execution requires local script invocation and filesystem write authority; closure uses the invoking environment’s gh authority. Wider estate deployment or new service privileges are not established.

Security Findings and Attack Paths

  • inferred — Workflow-controlled text can drive removal of an active normalized lock reference when the parser misses its YAML representation and literal grep cannot find the normalized key. This supports a lock-integrity and workflow-availability concern, not a verified path to credential access or execution of an unauthorized dependency.

Trust Boundaries and Controls

  • observed — Repository-controlled refs select repository and commit API lookups. Numeric-ID and SHA-shape checks separate captured responses from lock publication. Offline fixtures exercise malformed responses but do not prove production authentication or authoritative downstream identity validation.

Resilience and Maintainability Implications

  • inferred — Cleanup removes staging files rather than restoring the live lock. A failed closure invocation can retain successful additions, and interrupted publication can damage durable state. Recovery must therefore distinguish unchanged, partially repaired, and damaged locks rather than relying only on exit status.

Hardening Proposals

  • proposed — Use a coordinated publication boundary: reject capture failures, validate the complete staged result, detect stale inputs or serialize writers, and atomically replace the lock. Define whether unresolved closure leaves the previous lock intact or publishes an explicitly partial result.
  • proposed — Make the pruning fallback recognize full reusable-workflow and action-subpath representations corresponding to each normalized lock key, and preserve entries when either input interpretation is uncertain.

Do not hide pipeline failures in ref enumeration.

set +e covers the full per-file pipeline. If sed cannot read a workflow file, the failure is ignored and the script can write an incomplete WANT set. Keep errexit enabled and allow only the expected no-match status from grep.

…rkflow's uses: (#1247)

## The defect

`scripts/close-lock.sh` writes every record it adds as a leaf: ref,
commit, owner and repo IDs, and no nested `uses:`. For an action that is
correct. For a **job-level reusable workflow** ref it is not.

**Measured on hyperpolymath/palimpsest-license#177 (2026-10-14).** The
lock was built by this chain (`gh actions-lock` v0.1.6 →
`relock-sha-keys` → `complete-job-refs` → `close-lock` → `prune-stale`).
It listed `hyperpolymath/standards@<sha>` under each reusable caller,
with the leaf records `close-lock` wrote. On that commit:
- **Governance, Hypatia Security Scan and Secret Scanner all ended in
`startup_failure`**, with no jobs.
- Every workflow that uses only step-level actions started normally.
- With the caller entries changed to `[]` and no standards records, all
three started.

The gate didn't catch any of this: `update-actions-lock.sh
--verify-local` and the networked `--verify` both reported the
leaf-record lock valid.

## What a working lock looks like

I compared locks whose reusable callers do start:
`hyperpolymath/my-lang` (Governance runs, with `referenced_workflows`
resolved) and `metadatastician/burble`. In both, the record for a
reusable ref carries a nested `uses:` list. That list is **exactly the
union of the external `uses:` of the workflow files the repo calls at
that ref**:
- each entry is written as the lock key `owner/repo@ref`, so a sub-path
such as `/init` is dropped
- local `./`, `$/` and `docker://` refs are excluded

Checked against my-lang's lock:

| Record | Called files | Record vs union |
|---|---|---|
| `standards@9e9513b` | governance-reusable, hypatia-scan-reusable | 6 =
6, identical |
| `standards@8435558` | mirror, scorecard, secret-scanner,
spark-theatre-gate | 6 = 6, identical |

A reusable can call another one; `ci-pipeline.yml` calls
`secret-scanner-reusable` and `rust-ci-reusable` at `571cc73`. In that
case the inner key appears in the outer record's list, as in
cicd-squabbler's lock.

`close-lock.sh` landed on 2026-10-01 (#1116). Those working locks
predate it, and nothing in `scripts/` writes nested lists. So any lock
the chain builds or rebuilds after a standards pin moves now gets leaf
records for its reusable refs. `regen-dependabot-locks.sh` runs the same
chain, and so would an estate-wide `propagate-workflow-pins.sh` run.

## The fix

`close-lock.sh` now does the following:
1. Collects every job-level call
`owner/repo/.github/workflows/<file>@<ref>` in the caller's workflows.
2. Reads each called file at `<ref>` through the contents API, and
follows any reusable calls inside it. Each (key, file) pair is read
once, so recursion terminates.
3. Writes each new reusable record with the union as its nested `uses:`.
The existing passes then close the refs that list names.
4. **Completes** reusable records an earlier run left as leaves or
short, and reports each one as `~ <key>`. Correct records are left
byte-identical.
5. **Fails closed.** If a called file can't be read (an HTTP error, or a
body without a top-level `jobs:`), it writes no record for that ref,
changes no existing record, and exits 3. That is the same contract as an
unresolvable ref today, so a leaf is never written where a list is owed.

Action records stay leaves, exactly as before. A reusable that uses no
external action also stays a leaf. The comment in `complete-job-refs.sh`
now says what `close-lock` adds.

## Tests

`scripts/tests/close-lock-test.sh` is offline: its stub now serves
planted workflow files. It runs **19 passed, 0 failed**, the 8 existing
cases plus 11 new ones:
- A new reusable record gets the union, keyed `owner/repo@ref`. The
sub-path, `./`, `docker://`, quotes and comments are all handled. The
listed refs are closed, and a second run is byte-identical.
- A leaf left by an earlier run is completed and reported, and its refs
are closed.
- A reusable that calls a reusable: the inner record gets its own list.
- A reusable with no external action stays a leaf.
- **Planted positives:**
  - a 404 on the called file gives SKIP, exit 3, and no leaf
  - an existing record is left untouched when its file is unreadable
  - a malformed body (exit 0, no `jobs:`) gives SKIP and exit 3

**Mutants** (`TARGET=` copies), each caught:

| Mutant | Result |
|---|---|
| list not written | 4 failed |
| no completion | 2 failed |
| no fail-closed guard | 1 failed |
| no recursion | 1 failed |
| sub-path kept | 5 failed |

**Unchanged suites, run locally:**
- Pass: `regen-dependabot-locks` (35/35), `complete-job-refs` (16/16),
`check-lock-sync` (13/13), `prune-stale` (18/18), `relock-sha-keys`
(11/11).
- Fail identically on `main` without this change, and none of them uses
`close-lock`: `lock-selfcheck`, `update-actions-lock` and
`check-actions-lock-gate`. These look like missing local tooling.

`shellcheck -S warning` is clean, and so is `git diff --check`.

## End-to-end result

This commit's `close-lock.sh` rebuilt the lock on
hyperpolymath/palimpsest-license#177 from scratch in CI (run
38544820697). Details are in the comment below.
- **Pass 1** wrote the four `hyperpolymath/standards@<sha>` records with
their nested `uses:`. **Pass 2** closed the 9 actions those lists name.
**Pass 3** found nothing dangling.
- On the commit carrying that lock (`e55c4c3`), Governance, Hypatia
Security Scan and Secret Scanner all **start**, and Governance creates
all 15 jobs. On `8f1aff5` the same chain with the old leaf records left
all three in `startup_failure`. Nested `uses:` is the only difference
between the two locks.
- After `main` was merged into that PR (`878e935`), the lock gate,
check-lock-sync and every other governance job pass.

## Order for the estate

This should merge **before** any estate-wide
`propagate-workflow-pins.sh` run. A pin bump changes the reusable refs,
so with the old `close-lock.sh` every bumped repo would get leaf
records, and its Governance, Hypatia and Secret Scanner would stop
starting. A startup failure posts no check run, so those repos would
look green.
