New repos made from this template carry the estate signing policy from day one (owner ruling D218).

  • A Signed commits section in CONTRIBUTING.adoc and .github/CONTRIBUTING.md: SSH signing for people and interactive agents, GitHub-signed API writes for apps, bots and workflows, and squash-only merges.
  • .github/rulesets/require-signed-commits.json and require-linear-history.json, copied verbatim from hyperpolymath/standards config/rulesets/, and documented in .github/rulesets/README.adoc. A new repo has no merge commits, so it is always linear-safe.

The policy doc is added in hyperpolymath/standards#1090. The CONTRIBUTING link points at standards/main, so it resolves once #1090 lands.

D215–D218. Adds a Signed commits section to both CONTRIBUTING files (SSH for
people/agents, GitHub-signed API writes for apps, squash-only merges) and ships
the standards require-signed-commits / require-linear-history ruleset payloads.

📝 Summary

Summary by CodeRabbit

  • Repository Policies
    • Enabled default-branch rulesets requiring signed commits and linear history, with no bypasses.
    • Unsigned commits on pull requests block merging; pull requests must be squash-merged, and rebase merging is disabled.
  • Documentation
    • Added guidance for signing commits with a GitHub-registered SSH key and verified committer email.
    • Documented approved methods for apps, bots and workflows to update the default branch.

Walkthrough

The change adds default-branch rulesets that require signed commits and linear history. It also updates the ruleset index and contributor guidance on signing methods, unsigned commits on pull request branches and squash merges.

Changes

Default-branch commit policies

Layer / File(s) Summary
Default-branch rulesets
.github/rulesets/require-signed-commits.json, .github/rulesets/require-linear-history.json, .github/rulesets/README.adoc
Adds active rulesets with no bypass actors. The signed-commit ruleset requires signatures; the linear-history ruleset requires linear history. The README lists both rulesets and their policy references.
Signing and merge guidance
CONTRIBUTING.adoc, .github/CONTRIBUTING.md
Documents signing requirements and signing methods for people, interactive agents, apps, bots and workflows. States that unsigned commits on a pull request branch block merging, and that pull requests must use squash merges because rebase-merge is disabled.

Merge Risk: 🔵 Low · up to 1457e

New repositories may lack the promised signing protection until an operator applies the ruleset, and the configured merge methods conflict with the squash-only guidance. Correct these before relying on the policies.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 1457e

The intended policies strengthen commit protection, but copying the template does not establish that those protections are active. The new born-signed assurance depends on operator configuration, and the squash-only guidance differs from the configured merge methods. No new write privileges or deployed weakening were established.

Retained concerns

  • Low · security · inferred: The new born-signed assurance is not established by the documented template lifecycle: copied ruleset files require operator activation. A user relying on that assurance could treat a newly created repository as signature-protected before configuration completes. Without another applicable control, an actor already authorized to write could introduce unsigned commits during that interval. The PR introduces the assurance mismatch; it does not demonstrate that existing write authority or live exposure increased.
Security review details

Security Blast Radius

  • inferred — The assurance mismatch can recur independently in repositories created from the template. The directly affected asset is each repository's default-branch commit provenance; exposure depends on its effective rules and existing write permissions. No cross-repository privilege gain is established.

Security Findings and Attack Paths

  • inferred — If no inherited or externally provisioned rule supplies signature enforcement, a write-authorized actor could submit unsigned commits before operator activation. This is a conditional configuration-gap scenario, not a verified attack path in a deployed repository or evidence of newly granted authority.

Trust Boundaries and Controls

  • inferred — Signing provenance and permission to write remain distinct responsibilities. Contributor signing instructions and required_signatures do not themselves establish token scopes, app authorization, or the estate action's authority. Live GitHub configuration is the enforcement boundary, not file presence.

Resilience and Maintainability Implications

  • inferred — Partial operator configuration cannot be assumed to preserve the complete advertised policy. Separate application and verification steps provide a way to inspect state, but convergence after repetition, interruption, or rollback remains unestablished. That uncertainty affects assurance of the intended security controls.

Hardening Proposals

  • proposed — Treat signing protection as an explicitly verified Configure-stage outcome rather than a property of copied files. A provisioning acceptance check could reconcile the live signature rule, linear-history rule, bypass actors, and merge settings, and identify incomplete configuration before a repository is declared protected.

127-128: 🎯 Functional Correctness

Do not state that rebase merging is disabled without a repository setting.

Both guides require squash merges, but neither establishes that GitHub disables rebase merging. The available repository metadata omits the merge-policy fields, so this setting cannot be confirmed. Retain the squash requirement and remove the unestablished claim.

Suggested wording
-* Merge PRs with **squash**. Rebase-merge replays commits unsigned and is
- disabled.
+* Merge PRs with **squash**.

Apply the same change in both files.

Sourced verbatim from `hyperpolymath/standards` `config/rulesets/branch-floor.json`.

`require-signed-commits.json`:: Standalone, zero-bypass `required_signatures` on the default
branch (D215). Every new repo is born with it. See `hyperpolymath/standards`

Describe signing protection as an operator-applied policy.

“Every new repo is born with it” contradicts the README’s statement that ruleset files are not auto-applied. Replace it with: “Apply this ruleset during the Configure stage for every new repository.”

Update the signing protection description in the README to state that operators
apply the ruleset during the Configure stage for every new repository,
consistent with the documentation that ruleset files are not applied
automatically.

Squash signs only the resulting commit: required_signatures checks every commit on the PR branch, so one unsigned commit blocks the merge (measured on pons-asinorum #46). Drop "or a squash merge" as a way for bots to get signed commits.

- Merge PRs with **squash**. The ruleset checks every commit on the PR branch,
not just the result, so one unsigned commit blocks the merge. Re-create such a
branch with signed commits (`git cherry-pick -S`) and open a new PR.
Rebase-merge replays commits unsigned and is disabled.

Align the merge settings with the squash-only policy.

When probot/settings is installed, .github/settings.yml applies to this template and its instantiations. It enables both rebase merges and merge commits, which conflicts with the squash-only guidance. The linear-history ruleset does not remove this configuration drift.

If squash-only merging is required, disable both non-squash methods:

Suggested settings change
- allow_merge_commit: true
+ allow_merge_commit: false
- allow_rebase_merge: true
+ allow_rebase_merge: false

Otherwise, update both guides to document the enabled merge methods.

Review comment at @.github/CONTRIBUTING.md at line 120:
Align the merge configuration with the squash-only policy by setting
allow_merge_commit and allow_rebase_merge to false in the settings applied by
probot/settings.
