Summary

Seven workflows were red on main (95f8b33), all from before the 2026-10-27 session. Five never started: GitHub rejected them with zero jobs because this repository runs the actions lockfile and they called hyperpolymath/standards reusable workflows the lock cannot cover. This re-adopts rsr-template-repo's current inline, SHA-pinned versions, fixes the Well-Known check that looked in the wrong directory, rebuilds actions.lock, and adds the session handover so nothing from the session lives only in chat.

Changes

  • governance, hypatia-scan, mirror, secret-scanner, static-analysis-gate, scorecard, release — verbatim from rsr-template-repo, which replaced every cross-repo reusable call with inline jobs. release.yml now uses actions/attest-build-provenance in place of the SLSA generator's reusable workflow (same startup-failure class; it only runs on tags).
  • wellknown-enforcement.yml → dot-wellknown-enforcement.yml — the old one checked .well-known/security.txt at the root after chore(www): migrate root .well-known/ to www/.well-known/ #56 moved it to www/.well-known/. The template's replacement checks www/.well-known/ first; scripts/migrate-wellknown-to-www.sh, which it names, is included.
  • .github/workflows/actions.lock — rebuilt, both the workflows: and dependencies: sections: entries for the replaced files from the template's generated lock (byte-identical files), the rest kept; dependency records for exactly the refs now used plus their transitive uses. Two lines of Dependabot drift corrected (smtp-notify-action v0.3.0→v0.5.0, upload-artifact v7.0.1→v7.0.2).
  • www/.well-known/security.txt — Policy: pointed at SECURITY.md, which does not exist; now SECURITY.adoc.
  • docs/status/HANDOVER-2026-10-27.adoc — what landed in W0: ADR 0002 (D152), ultraplan, repo deed, and four gates that could not fail #73/W0 hygiene: K9 gate fix, proof gate that can fail, repo deed, ABI/FFI seam aligned #74/this PR, the owner's D-1..D-4 decisions, what is and is not true (no proof compiled, no reconciliation code), open items, where to start. Linked from ROADMAP.adoc.

RSR Quality Checklist

Required

  • Tests pass — aspect 5/5, root shape, K9 0 errors, validate_workflows_test.sh PASS
  • Code is formatted — workflows and lock parse with yq
  • Linter is clean — see lock verification below
  • No banned language patterns
  • No unsafe blocks
  • No banned functions
  • SPDX headers present on all new/modified files
  • No secrets — no workflow added or changed reads a secret

As Applicable

  • STATE.a2ml — frozen; state lives in the deed and ROADMAP.adoc
  • Documentation updated (handover, roadmap link)
  • CHANGELOG — not updated (no release)
  • ABI/FFI — not touched

Testing

# every uses: in every workflow is locked under that workflow, and every lock line is used
exact match both ways
# every SHA-keyed dependency record's commit equals its key
ok (9 of 9)
yq '.' on all workflows and actions.lock # all parse
grep for cross-repo reusable workflow calls # none
bash tests/aspect_tests.sh # PASS=5 FAIL=0 WARN=1
bash .github/hooks/validate-k9.sh # 0 errors
bash tests/workflows/validate_workflows_test.sh # PASSED
security.txt: 65 days to expiry; security.txt, ai.txt, humans.txt all in www/.well-known/

Not verified locally: gh actions-lock --verify-local (gh is not authenticated in this session). The Workflow Security Linter runs it on this PR and is the authority on the lock.

Generated by Claude Code

…art, and add the session handover

Seven workflows were red on main. Five were rejected before any job ran
(0 jobs, startup failure): this repository runs GitHub's actions
lockfile, and governance, hypatia-scan, mirror and secret-scanner called
hyperpolymath/standards reusable workflows that the lock cannot cover;
static-analysis-gate's lock entry was stale. release.yml carried the same
defect through the SLSA generator's reusable workflow.

- governance, hypatia-scan, mirror, secret-scanner, static-analysis-gate,
scorecard, release: re-adopted verbatim from rsr-template-repo, which
replaced every cross-repo reusable call with inline, SHA-pinned jobs
  (release now uses actions/attest-build-provenance).
- wellknown-enforcement.yml looked for security.txt at the root after #56
moved it to www/.well-known/; replaced by the template's
  dot-wellknown-enforcement.yml, with scripts/migrate-wellknown-to-www.sh
  that it names.
- actions.lock rebuilt, both sections: workflow entries for the replaced
files from the template's generated lock (identical files), the rest
kept; dependencies records for exactly the refs now used plus their
transitive uses. Two lines of Dependabot drift corrected
  (smtp-notify-action v0.5.0, upload-artifact v7.0.2).
- www/.well-known/security.txt: Policy pointed at SECURITY.md, which does
  not exist; now SECURITY.adoc.
- docs/status/HANDOVER-2026-10-27.adoc: what landed, decisions, what is
and is not true, open items, where to start. Linked from ROADMAP.adoc.

Verified locally: every `uses:` in every workflow is locked under that
workflow and every lock line is used (both directions); every SHA-keyed
record's commit equals its key; lock and all workflows parse; no
cross-repo reusable calls remain; aspect 5/5, root shape, K9 0 errors,
workflow validation PASS. `gh actions-lock --verify-local` could not run
here (gh unauthenticated); the workflow linter runs it in CI.

📝 Summary

Summary by CodeRabbit

  • Security
    • Added automated checks for security contact details, expiry dates, mixed-content pages and domain security records.
    • Security reporting now points to the current security policy document.
  • Release Process
    • Release artifacts can include GitHub build-provenance attestations.
    • Security scans now report findings and block builds with critical issues.
  • Documentation
    • Added a project handover note and linked it from the roadmap.

The pull request adds a well-known file migration script and enforcement workflow. It replaces several reusable workflow calls with inline jobs, changes release provenance handling, and adds a session handover document with a roadmap link.

Changes: Well-known file migration and checks

Layer / File(s) Summary
Migration options and file operations
scripts/migrate-wellknown-to-www.sh
The script parses options, supports dry runs and TSV reports, and defines file operations and quarantine naming.
Migration outcomes and exit codes
scripts/migrate-wellknown-to-www.sh
The script deduplicates identical files, moves root-only files, handles divergent files, and reports outcomes through counts and exit codes.
Well-known workflow checks
.github/workflows/dot-wellknown-enforcement.yml, .github/workflows/wellknown-enforcement.yml, www/.well-known/security.txt
The new workflow validates security.txt, checks recommended files and site conditions, and runs tests. The previous workflow is removed. The security.txt Policy URL now points to SECURITY.adoc.

Inline governance and security workflows

Layer / File(s) Summary
Inline governance checks
.github/workflows/governance.yml
The workflow runs pinned policy checks locally, including checks for disallowed tracked file types and root files.
Hypatia scan and enforcement
.github/workflows/hypatia-scan.yml
The workflow builds pinned Hypatia tooling, produces JSON and SARIF reports, uploads eligible SARIF, and fails when critical findings exist.

Change: Bug fix

Possibly related issues

  • hyperpolymath/reposystem issue 329: The pull request replaces cross-repository reusable workflow calls with inline jobs, matching the reported startup failure.
  • hyperpolymath/reposystem issue 319: The pull request removes affected reusable workflow calls, matching part of the reported workflow policy failures.
Merge Risk: Moderate · previous review 9140e

The PR restores workflow startup, but the required Workflow Security Linter still fails on the changed workflows because of line-1 ordering. The inline secret scan is also weaker than the reusable scan it replaces, and release provenance is skipped until build artifacts are actually wired through. Fix these before merging.

P2 Badge Include Pons findings in the unified deposit

Whenever pons scan returns findings successfully, they are written only to the job-local $RUNNER_TEMP/pons-report.json, reduced to counts in the step summary, and then discarded. The fleet artifact combines only panic-attack and Hypatia here, so none of the newly added Pons evidence reaches the advertised fleet-learning deposit or remains available for triage after the job. Preserve and tag the Pons findings and add them to this combined array.

P1 Badge Remove the unsupported vulnerability-alerts permission

Every trigger for this workflow is rejected before a job starts because vulnerability-alerts is not one of the supported GITHUB_TOKEN keys under job-level permissions; the workflow syntax uses security-events for the supported security-event access. This recreates the startup-failure condition the commit is intended to fix, so Dependabot-alert access needs a supported token/permission arrangement rather than this key.

P2 Badge Account for symlinks when migrating the tree

When a legacy .well-known/ contains a symlink—a common way to share security.txt with another canonical file—find ... -type f excludes it. The later residual-content check also considers only regular files, so the script reports left_in_root=0 and exits successfully while leaving the symlink and legacy directory untouched; the unattended sweep therefore records a false successful migration. Enumerate or explicitly reject symlinks and include them in the final residue check.

P2 Badge Preflight conflicts before mutating in-place migrations

With --in-place, a repository containing a root-only or identical file that sorts before a divergent file is partially modified before the conflict is discovered: earlier files are moved or removed, then the script exits 1 on the later conflict. This contradicts the option's stated purpose of preserving the tree for hand resolution before it is touched and can leave an unattended caller with a half-migrated checkout. Perform a divergence preflight before entering this mutating loop when --in-place is selected.

P1 Badge Wire release artifacts before gating the attestation step

On every v* release for the reviewed tree, this condition is false: the build runs in a separate job, its artifact upload is commented out, the release job's download is also commented out, and no artifacts/ path is tracked. Because job filesystems are isolated, the newly introduced provenance action is therefore always skipped and the release receives no replacement for the removed SLSA provenance job. Upload and download the built subjects, or attest them in the build job, before conditionally invoking this action.

Useful? React with 👍 / 👎.

minimal, and validate.

Inline comments:
Review comments at @.github/workflows/dot-wellknown-enforcement.yml:
- Line 18: Add the root security.txt path to the pull_request.paths filter in
the workflow, matching the existing push.paths entry so pull requests changing
only that file trigger validation.
- Line 1: Place the SPDX-License-Identifier: MPL-2.0 header on the first line of
the workflow, before the gh actions-lock managed-workflow comment, so the
workflow security linter recognises it.
- Line 66: Update the expiry check around the DAYS calculation to compare the
expiry timestamp directly with the current timestamp and reject already-expired
files before calculating remaining days. Then calculate DAYS for the warning
path, preserving the existing warning behaviour for files that have not yet
expired.
- Line 65: Update the Expires validation in the workflow to reject values that
are not valid RFC 3339 date-times, including when `date -d` fails; make the step
fail instead of skipping the expiry check for invalid `EXPIRES` values.

Review comments at @.github/workflows/governance.yml:
- Line 1: Move the SPDX header before the generated banner in the governance
workflow, and update the gh actions-lock configuration or generation process so
subsequent updates preserve that ordering.

Review comments at @.github/workflows/hypatia-scan.yml:
- Line 105: Update the SARIF upload step condition to exclude
Dependabot-triggered pull requests by checking that github.actor is not
dependabot[bot] alongside the existing same-repository check. Preserve the
current condition for non-pull-request events.
- Line 1: Add the MPL-2.0 SPDX license identifier as the first line of the
workflow, keeping the existing gh actions-lock comment after it.
- Line 27: Update the Hypatia workflow job name from Hypatia Neurosymbolic
Analysis to hypatia-scan so its reported status-check context matches the
required branch-protection context.

Review comments at @.github/workflows/mirror.yml:
- Line 1: Move the SPDX identifier above the managed-workflow comment in the
workflow header so it is the first line and satisfies the linter’s first-line
check.

Review comments at @.github/workflows/release.yml:
- Line 1: Move the SPDX identifier to the first line of the workflow, above the
gh actions-lock management comment.
- Line 152: Update the release workflow’s artifact flow so the build job uploads
its outputs and the release job downloads those same files before attestation;
remove the hashFiles-based condition so attestation cannot be silently skipped
when artifacts are required.

Review comments at @.github/workflows/scorecard.yml:
- Line 1: Move the SPDX identifier in the scorecard workflow to the first line,
placing the gh actions-lock managed-workflow comment below it.

Review comments at @.github/workflows/secret-scanner.yml:
- Line 1: Move the SPDX-License-Identifier: MPL-2.0 header to the first line of
the workflow, above the actions-lock comment.
- Line 148: Update the `git grep` pattern in the secret-scanning workflow to
retain the existing format-specific credential checks and also detect long
literal values assigned to `*_TOKEN`, `*_API_KEY`, `*_SECRET`, or `PASSWORD`
variables, including quoted assignments.
- Around line 124-130: Update the AsciiDoc Gitleaks detect invocation to emit
redacted findings with file paths, using verbose output or restoring the
report-and-path mapping; preserve the existing scan source and failure exit
code.

Review comments at @.github/workflows/static-analysis-gate.yml:
- Around line 3-5: Update the header comment for the Hypatia toolchain to state
OTP 28.3, matching the version pinned by the Hypatia job and cache key; leave
the scan and fallback behavior unchanged.
- Line 275: Update the `panic-attack bridge triage` step to capture its exit
status and, on failure, print the saved stderr log and exit non-zero. Make
invalid or missing report data fail the step instead of replacing it with an
all-zero report.
- Line 1: Reorder the header comments in the workflow so the SPDX identifier is
on the first line and the gh actions-lock comment remains directly below it.

Review comments at @scripts/migrate-wellknown-to-www.sh:
- Line 209: Update the file-discovery and remaining-file checks in the migration
flow around the `find` loop so symbolic links to existing files are not silently
skipped. Migrate supported `.well-known/security.txt` links, or reject
unsupported links with a non-zero exit; ensure the legacy security.txt entry
cannot be reported as clean while still in place.
- Around line 96-99: Validate the --report path before opening it in the
report-initialisation block, resolving it to an absolute path and rejecting it
if it is inside either .well-known/ or www/.well-known/ migration tree. Preserve
the existing wellknown-migration.tsv workflow and avoid truncating or scanning a
report file located in either tree.

The finding does not hold. The upstream panic-attack documentation states that assail always writes JSON, so --output "$PA_RAW" without --output-format json does not cause the jq -e check on line 69 to fail.

Trigger validation for root security.txt changes in pull requests.

The push paths include security.txt, but the pull-request paths do not. A pull request that changes only the root file therefore receives no security.txt validation before merge. Add the same path to pull_request.paths.

If Expires: not-a-date is present, date -d fails and this step finishes successfully. RFC 9116 requires an RFC 3339 date-time. Fail the step when the value is invalid instead of skipping the expiry check. (rfc-editor.org)

Compare expiry timestamps before calculating remaining days.

Integer division truncates a negative difference of less than one day to zero. A file that expired an hour ago therefore receives a warning rather than an error. Compare the timestamps directly to reject expiry, then calculate DAYS for the warning.

Restore detection of hardcoded shell credential assignments.

This pattern matches selected token formats, but it does not match a quoted assignment such as CLOUDFLARE_TOKEN="a40charactercredentialvaluewithoutaknownprefix". The previous shell scanner checked long literal values assigned to *_TOKEN, *_API_KEY, *_SECRET and PASSWORD. Its documented purpose included catching a token that default Gitleaks missed. Preserve that assignment check alongside the new format-specific patterns so this class of credential cannot pass both jobs. (raw.githubusercontent.com)

Move the SPDX identifier to line 1 of this workflow.

The workflow linter's SPDX check reads only the first line of each workflow file. This file's first line is # This workflow is managed by gh actions-lock., so the check cannot find the # SPDX-License-Identifier: MPL-2.0 line on line 2. Put the SPDX line first and keep the gh actions-lock comment directly below it.

Fail the step, or show the error log, when panic-attack bridge triage fails.

This change sends stderr to $RUNNER_TEMP/pb.err, and no step reads that file. Line 274 sets set +e, so the exit status is ignored. Lines 278-280 then replace a missing or invalid report with an all-zero report. A crashed triage run therefore passes with "0 unmitigable" and no diagnostic.

The other scan steps in this workflow now fail on tool errors. Apply the same rule here. Capture the exit status, print pb.err on failure, and exit non-zero.

Account for symbolic links in the root tree.

If .well-known/security.txt is a symbolic link to an existing file, find -type f omits it. The remaining-file check also omits it, so the script exits successfully with the legacy entry still in place. Migrate supported links or reject them with a non-zero exit instead of reporting a clean migration. The workflow can still recognise that entry as a legacy security.txt. (raw.githubusercontent.com)

Identify the source file when the AsciiDoc scan fails.

The working-tree and full-history passes use --verbose. The AsciiDoc pass uses neither --verbose nor --report-path, so a Gitleaks 8.18.4 finding can fail the job without a file path. Add redacted, path-bearing output or restore the previous report-and-path mapping.

Update the AsciiDoc Gitleaks detect invocation to emit redacted findings with
file paths, using verbose output or restoring the report-and-path mapping;
preserve the existing scan source and failure exit code.

Reject report paths inside the migration trees.

If --report points to an existing file under .well-known/ or www/.well-known/, the script truncates that file before migration processing. A report under .well-known/ is then included by the source scan. Resolve the report path and reject paths inside either migration tree before opening the report.

The supported workflow passes wellknown-migration.tsv, so this is an explicit CLI misuse case rather than a major workflow failure.

Review comment at @scripts/migrate-wellknown-to-www.sh around lines 96 - 99:
Validate the --report path before opening it in the report-initialisation block,
resolving it to an absolute path and rejecting it if it is inside either
.well-known/ or www/.well-known/ migration tree. Preserve the existing
wellknown-migration.tsv workflow and avoid truncating or scanning a report file
located in either tree.
