Summary

Follow-up to #947. Codex's review of #947 posted 5 findings shortly before it merged. CodeRabbit's review of this PR added 3 more, fixed in the second commit.

# Finding Fix
1 (Codex) continue-on-error: true on any step made the whole job's writes count as masked Counted only on the step that performs the write (step_bodies/1 splits each steps: list into items)
2 (Codex) steps: # comment wasn't recognised, so a step-level flag under it was missed The steps: key matcher accepts a trailing comment
3 (Codex) WH013's masked reasons and fixes named only 2>/dev/null / || true / || echo Both masked findings also name the step's continue-on-error: true
4 (Codex) A comment between jobs was appended to the job above, so # … git push origin main read as a write Comments never join a job body, at any indent (CodeRabbit: an indented one still did)
5 (Codex) trap "kill \"$PID\" … || true" EXIT stopped matching at the escaped quote The handler matcher consumes backslash escapes
6 (CodeRabbit) continue-on-error: true inside a step's run: | script was read as the step's flag The flag counts only on the step's - line or at its key column
7 (CodeRabbit) A step opened by a bare - line wasn't split out A trimmed - starts a step

Type of change

  • 🐛 Bug fix (scanner precision: false positives and negatives)

How has this been verified?

hex.pm is unreachable here, so the touched rule modules were compiled standalone (Elixir 1.14) with scanner_suppression, cicd_rules, security_errors and actions_lock:

  • test/workflow_hardening_test.exs + test/research_extensions_test.exs: 117/117 pass.
  • Control: 4 of the 5 Codex-finding tests fail against main: escaped-quote trap, commented steps:, sibling-step flag, inter-job comment. The fifth (wording) is asserted inside the commented-steps: test. All 3 CodeRabbit-finding tests fail against the first commit (3133a5e).
  • mix format --check-formatted passes on all four files.
  • Blast radius: the full WorkflowHardening.scan/1 gives identical findings on hypatia, standards and echidna before and after the second commit (6 / 7 / 6). With RE005 included, the first commit was also identical to main.

Checklist

  • My commits are signed. The session's signing shim is platform-mediated.
  • I ran the project's own checks/tests locally and they pass (scoped as above).
  • New files carry the correct SPDX (none added).
  • Docs are updated (masked_write?/1 @doc).
  • I have not introduced a soundness hole.

Generated by Claude Code

- WH013: `continue-on-error: true` counts as a mask only on the step that
performs the write. A flag on a sibling step no longer marks another
  step's unmasked push as masked.
- WH013: a `steps: # comment` key is recognised.
- WH013: both masked findings now name `continue-on-error: true` in their
reason and fix, instead of only the shell masks.
- Job extraction: a comment between jobs is no longer appended to the job
above it. A comment such as `# used to git push origin main` was read as
  a write.
- RE005: a double-quoted trap handler may contain escaped quotes
  (`trap "kill \"$PID\" || true" EXIT`).

Tests: 5 new cases; 114/114 pass, and 4 fail against main. The full
WorkflowHardening scan and RE005 report the same findings on hypatia,
standards and echidna before and after.

📝 Summary

Summary by CodeRabbit

  • Bug Fixes

    • Improved workflow analysis for escaped characters in quoted trap handlers.
    • Corrected credential-masking detection when a step allows errors to continue.
    • Prevented comments and neighbouring steps from affecting workflow security findings.
  • Tests

    • Added regression coverage for quoted traps, step-level error handling, commented configuration, and job boundaries.

RE005 now recognises escaped quotes in double-quoted trap handlers. WH013 now checks step-level masking against the step containing a credentialed write and excludes comments between jobs from the preceding job body.

CodeRabbit on #950:
- `continue-on-error: true` inside a step's `run: |` script (a heredoc that
writes a workflow file) was read as the step's own flag. It now counts
only on the `- ` line or at the step's key column.
- A step opened by a bare `-` line was not split out, so its flag was
missed. A trimmed `-` now starts a step.
- A comment indented deeper than the job header was still appended to the
job above it. Comments now never join a job body, at any indent.

`governance / Actions lockfile verify` fails on this PR, and on main
since #945. Of the verifier's findings, only the three
`step-security/harden-runner@v2.22.2` "not-pinned" records are not
accepted by standards' wrapper. #948 removes those steps. This is the
same three-file change; it no-ops once #948 (or a lock regeneration)
lands on main.

P2 Badge Ignore embedded steps: while parsing workflow steps

When an earlier run: | block contains a literal steps: line—for example, a heredoc that generates a workflow—this unconditional match resets the parser to that embedded list. Once indentation returns to the real sibling steps, the parser exits the nested state without recognizing them, so a later credentialed write with continue-on-error: true is missed and WH013 emits no masked-write finding. Restrict steps: detection to the job mapping level or otherwise ignore block-scalar contents.

P2 Badge Accept indentless sequence items under steps:

YAML permits an indentless sequence here, such as steps: followed by a same-column bare - whose nested keys include continue-on-error: true. This check terminates the steps state before the item-start branch can run, so that valid workflow shape is no longer recognized; unlike the previous implementation, WH013 then misses a masked credentialed write entirely. Check for a sequence item before treating same-column content as the end of steps:, or explicitly support indentless block sequences.

Useful? React with 👍 / 👎.

P2 Badge Treat comment-only item openers like bare dashes

For a valid step opened as - # publication step, this regex treats the comment marker as the item's first content and derives key_col from all spaces preceding it. YAML ignores that comment and allows the following mapping keys at the normal nested indentation, so continue-on-error: true no longer equals the calculated column and a masked write is missed. Detect a comment-only opener as a bare - and derive the column from the first actual key instead.

Useful? React with 👍 / 👎.

P1 Badge Restore egress hardening before privileged steps

In all three changed workflows, removing the first harden-runner step leaves a locally executed job handling credentials without the existing egress block: this job exposes the classic repo/workflow PAT at line 54, dependabot-automerge.yml passes a write-capable token at lines 65-69, and roadmap-sync.yml passes the App private key at lines 49-54. This directly recreates the condition that RE001 reports in lib/rules/research_extensions.ex:161-163, allowing a compromised action or checked-out script to send these credentials to arbitrary endpoints; restore the hardener and allowlist, preferably with a SHA-pinned action reference.

Useful? React with 👍 / 👎.
