P1 Badge Keep CodeQL pinned until the hold is deliberately cleared

This replaces the held CodeQL version with v4.39.1 even though .github/dependabot.yml:19-24 still imposes a full hold after an estate-wide startup_failure and requires a newer release to be deliberately verified green. The unchanged # v4.38.0 annotation further hides that the guardrail was bypassed; if this release has not passed the stated canary verification, CodeQL runs can again fail before dispatch and provide no security analysis. Revert this pin or include the verification and remove/update the hold and annotations.
