What the first live caller showed

The first cross-repository call of rust-ci.yml (hyperpolymath/plasma-parser-writer#108, run 39251770946) died at startup:

The action EmbarkStudios/cargo-deny-action@3c63498 is not allowed in hyperpolymath/plasma-parser-writer because all actions must be from a repository owned by hyperpolymath, created by GitHub, verified in the GitHub Marketplace, or match one of the patterns: …

creusot-gate.yml from the same commit resolved and ran on that PR (detect, theatre gate and verdict all green), which also answers the callee-lock question #54 left open: a gate workflow that is deliberately not keyed in this repository's lock resolves fine. The Actions policy is evaluated in the caller's repository, so a reusable may only use what every caller is allowed, and nothing in this repository's own CI could ever see the refusal.

What this PR does

  • rust-ci.yml — cargo-deny is installed through taiki-e/install-action (the installer the coverage job and hypatia's green workflows already use) at the version cargo-deny-action shipped (0.20.2, new input cargo_deny_version), and run as plain cargo deny steps with the argument shape the action used (global args, --manifest-path, command).
  • spark-gate.yml — Alire is a sha256-pinned release binary (alr 2.1.1 x86_64 Linux, the version setup-alire v6.0.0 defaults to; new inputs alr_version / alr_sha256, hash recorded from the downloaded asset) followed by alr -n toolchain --select gnat_native=<v> gprbuild, which is what alire-project/setup-alire does on Linux. That action is also outside the allowed owners, and it nests actions/cache/restore@v4 and actions/setup-node@v4, floating tags no caller under sha_pinning_required may carry. The nested standards theatre gate moves from 95de3df to 75bd599: since about 2026-10-15 GitHub validates a called reusable against the callee's actions.lock and rejects records whose ref: is their own SHA; 95de3df's lock has them (hypatia PIN-003, feat(rules): detect the three workflow-pin defect classes behind the estate's dead Rust CI hypatia#931, lists the 545 such standards commits), 75bd599 is the first that does not. The theatre gate's content is identical at both commits.
  • tests/gate-action-owners.sh, run by language-gates-self-test.yml — every uses: in the four gates names an owner in {actions, github, hyperpolymath, dtolnay, swatinem, goto-bus-stop, taiki-e} at a full SHA; a planted disallowed owner and a planted tag pin must both be refused or the guard reports NO CHECK (exit 2).
  • README — what a gate may use, what the callee lock must look like, and how a consumer with a lock-sync gate onboards a caller (ci: re-pin every standards caller to 75bd599 and rebuild the lock closure cicd-squabbler#135 is the worked example for its standards callers).

Evidence

actionlint clean on the three workflows; shellcheck clean on the guard; the four gate test suites (31/27/19/19) and the composite shell contract (28) still pass; the owners guard passes with its planted control tripping. tests/lock-transitive-closure.sh fails 6 checks on this branch and on main alike (manifest-check pinned at 1aa6bfb in main-estate-audit.yml, the subject of #56); nothing here touches it.

Not yet witnessed live

The pinned-alr path and cargo deny through install-action run for the first time on the first consumer that pins this commit; the planted controls still make a broken install report void, never green. After this merges, plasma-parser-writer#108's pin moves to the merged SHA and Rust CI runs there for the first time; cicd-squabbler can then onboard the Rust and SPARK gates with a closure that no longer needs ids this session could not obtain.

Commits on this branch are unsigned: no signing key is available in this session (the configured key file is empty). GitHub signs the squash merge.

Generated by Claude Code

…; pin Alire by hash; re-pin the theatre gate

The first live caller of rust-ci.yml (plasma-parser-writer#108, run
39251770946) died at startup:

The action EmbarkStudios/cargo-deny-action@3c634983… is not allowed
in hyperpolymath/plasma-parser-writer because all actions must be
from a repository owned by hyperpolymath, created by GitHub, verified
in the GitHub Marketplace, or match one of the patterns: …

while creusot-gate.yml from the same commit ran. The Actions policy is
evaluated in the CALLER's repository, so a reusable may only use what
every caller is allowed, and nothing in this repository's own CI could
ever see the refusal (#54's self-test exercises the scripts, not a
cross-repository call).

* rust-ci.yml: cargo-deny is installed through taiki-e/install-action —
the installer the coverage job and hypatia's green workflows already
use — at the version cargo-deny-action shipped (0.20.2, new input
cargo_deny_version), and run as plain `cargo deny` steps with the same
argument shape the action used (global args, manifest, command).
* spark-gate.yml: Alire is a sha256-pinned release binary (alr 2.1.1
x86_64 Linux, the version setup-alire v6.0.0 defaults to; new inputs
alr_version / alr_sha256, hash recorded from the downloaded asset) and
  `alr -n toolchain --select gnat_native=<v> gprbuild`, which is what
alire-project/setup-alire does on Linux. That action is also outside
the allowed owners, and nests actions/cache/restore@v4 and
actions/setup-node@v4 — floating tags no caller under
sha_pinning_required may carry. The nested standards theatre gate moves
from 95de3df to 75bd599: since ~2026-10-15 GitHub validates a called
reusable against the callee's actions.lock and rejects records whose
ref is their own SHA; 95de3df's lock has them (hypatia PIN-003 lists
545 such commits), 75bd599 is the first that does not. The theatre
gate's content is identical at both.
* tests/gate-action-owners.sh, run by language-gates-self-test.yml:
every `uses:` in the four gates names an owner in {actions, github,
hyperpolymath, dtolnay, swatinem, goto-bus-stop, taiki-e} at a full
SHA; a planted disallowed owner and a planted tag pin must both be
refused or the guard reports NO CHECK (exit 2).
* README: what a gate may use, what the callee lock must look like, and
  how a consumer with a lock-sync gate onboards a caller (cicd-squabbler
  #135 is the worked example).

Verified: actionlint clean on the three workflows; shellcheck clean on
the guard; the four gate test suites (31/27/19/19) and the composite
shell contract (28) still pass. tests/lock-transitive-closure.sh fails
6 checks on this branch and on main alike (manifest-check pinned at
1aa6bfb in main-estate-audit.yml, the subject of #56); nothing here
touches it.

Not yet witnessed live: the pinned-alr path and `cargo deny` through
install-action run for the first time on the first consumer that pins
this commit; the planted controls still make a broken install report
void, never green.

Path Traversal

CWE: CWE-73

The path-traversal condition is not established.

alr_version is a reusable-workflow input and is used in the curl -o path without basename validation. The documented in-repository caller uses the default value, and current Alire release tags contain no slash. External callers and their ability to supply a path-bearing value remain unknown.

Validate the expanded caller lock with GitHub.

The README documents an expanded caller actions.lock for consumers with a local transitive-closure check. GitHub documents reusable-workflow dependencies as covered by the callee’s lockfile, not the caller’s. Confirm that GitHub accepts this additional caller-lock shape before documenting it as an onboarding path.

templates/track-estate-audit.yml: 1

53-61: 🩺 Stability & Availability

The original concern is not supported as stated. The pinned SHA matches v2.22.1, so that check does not identify a defect. The request to run with egress-policy: audit is also a validation recommendation, not evidence of a current code defect.

The endpoint allow-list requires source inspection before any actionable finding can be made. No material failure is established by the comment alone.

📝 Summary

Summary by CodeRabbit

  • Documentation
    • Added guidance on reusable-gate policies and lock-file requirements, including options for repositories whose lock-sync checks prevent de-onboarding.
  • Chores
    • Rust dependency checks and SPARK tool installation now support configurable versions; SPARK downloads are verified before installation.
    • The estate-audit workflow restricts runner network access and checks resolved revisions before updating pins.
  • Tests
    • Added checks that gate workflows use approved action providers and full commit-hash pins, and included the checks in the workflow’s push and pull-request runs.

The reusable gate workflows add action-owner and full-SHA validation, change cargo-deny installation and checks, and install Alire from a digest-verified archive. The estate-audit workflow adds runner egress restrictions and validates the repository HEAD before updating pins. The README documents related policy and lock requirements.

Changes: Reusable gate workflows

Layer / File(s) Summary
Action policy checks and caller guidance
.github/workflows/language-gates-self-test.yml, tests/gate-action-owners.sh, README.adoc
The self-test workflow runs a script that checks four gate workflows for permitted action owners and full-SHA pins. The README describes caller-side policy, lock validation, and onboarding guidance.
Harden estate-audit pin updates
templates/track-estate-audit.yml, README.adoc
The template adds a pinned harden-runner action, a 20-minute timeout, and a check that the resolved HEAD is a full lowercase hexadecimal SHA before pins are changed. The README states the actions.lock requirement.
Install and run cargo-deny
.github/workflows/rust-ci.yml
The workflow adds a configurable cargo-deny version and separates global options from check options. It installs cargo-deny with a pinned action and runs checks directly. The licence check remains conditional on detecting deny.toml.
Install Alire and select toolchain
.github/workflows/spark-gate.yml
The workflow adds Alire version and archive digest inputs, verifies and installs the x86_64 Linux release, and selects GNAT and gprbuild through Alire. It also updates the pinned SPARK theatre workflow commit.

Change: Bug fix

Merge Risk: ⚪ Minimal · up to 960de

No actionable issue remains from this review; the change is ready for normal merge checks.

Security architecture risk: 🔵 Low · up to 960de

The changes largely strengthen execution controls. The main rollout risk is that adopting the pin-updater without its required lock entry can interrupt future gate updates. The Alire installer verifies downloads before extraction, but whether untrusted callers can reach the deferred path-handling condition remains unresolved.

Retained concerns

  • Low · reliability · inferred: For consumers enforcing the documented lock requirements, the new harden-runner dependency needs a matching lock migration. The bulk rollout copies the updated workflow and performs lock removals, but does not add that dependency. Committing its output without the additional migration can prevent pin-refresh automation from starting and delay security updates. The README documents the requirement and rollout leaves changes for review; actual consumer impact is unverified.
Security review details

Security Blast Radius

  • inferred — The deferred installer condition concerns the affected caller's runner filesystem and gate execution; the prove job declares contents-read permission and disables persisted checkout credentials. The updater has repository write authority. Multiple consumers may adopt these templates, but deployed adoption and actual token scope are not established.

Security Findings and Attack Paths

  • observed — No verified Security finding is retained. Candidate candidate_9b0aca8a0ecc8b546ad22362d477d14d remains deferred: alr_version affects the download filename and URL, but an attacker-controlled caller flow, suitable filesystem layout, and responding release asset have not been established. This is not a verified path-traversal exploit.

Trust Boundaries and Controls

  • observed — The installer uses a literal GitHub URL origin, HTTPS-only transport and redirects, and digest verification before extraction. The digest is itself caller-configurable, so archive identity ultimately depends on the caller's input authority. The local template uses the pinned defaults.

Resilience and Maintainability Implications

  • observed — Installer errors stop proving, and the verdict rejects proof failure or cancellation. Archive deletion occurs only after successful extraction; there is no failure-cleanup trap, and the home-directory installation is reused. Persistent-runner recovery and concurrent sharing of that directory are not established by the inspected evidence.

Hardening Proposals

  • proposed — Restrict Alire version and digest inputs to their intended syntax, and use an independently named temporary download with failure cleanup. This would reduce path ambiguity without treating the deferred candidate as proven.
  • proposed — Make consumer lock validation or migration part of the same reviewed rollout as the pin-update template, so its new action dependency cannot silently disable future updates.

30-30: 🎯 Functional Correctness

The allowlist does not establish a defect by itself. No repository-specific selected-actions patterns for a supported caller are provided, so the claim that these owners are broader than the caller policy is unsubstantiated.

…r, lint nit

* spark-gate.yml: the Alire archive download now refuses any non-HTTPS
scheme on the request and on redirects (`--proto '=https'
--proto-redir '=https'`); the digest check already stood behind it.
* templates/track-estate-audit.yml: a step-security/harden-runner step at a
full SHA with egress blocked to api.github.com and github.com, plus a
  20-minute job timeout (hypatia RE001 / WF013 / WH006 on every repository
that carries the template). The header and README say what a repository
with an actions.lock must add; everything else in the file stays a plain
`run:` so a stale cicd-suite pin can never stop the tracker.
* language-gates-self-test.yml: `EXPECTED=''` (shellcheck SC1007).

A caller that set `deny_args: "--offline"` would have had it placed after
`check`, where cargo-deny 0.20.2 rejects it. `deny_args` is again the
global option list (default `--all-features --locked`, before `check`) and
the new `deny_check_args` carries the check options (default
`--warn unmaintained --warn yanked`, after it), in both deny commands.

`git ls-remote … HEAD | cut -f1` can succeed with an empty result; the sed
that follows would then strip every caller pin. The tracker now exits 1
unless the lookup returned a full 40-hex SHA (review on
plasma-parser-writer#108).
