Why

The manifests component runs the DEED and K9 validators over the caller's whole tree. A caller has had no way to name a file that carries a manifest extension but is not a manifest.

Measured on hyperpolymath/januskey (2026-10-14):

  • audits/assail-classifications.a2ml is panic-attack's suppression registry. panic-attack reads it from <target>/audits/assail-classifications.a2ml.
  • It fails the DEED identity check, so manifests stays red.
  • The validator's built-in exemption covers only .machine_readable/, and panic-attack fixes the path, so the file cannot move there.

Both validators already accept paths-ignore; manifest-check could not pass it on.

What changes

actions/manifest-check

  • New inputs deed-paths-ignore and k9-paths-ignore.
  • They are separate because the two validators' default lists differ: K9's also skips coordination.k9 and the session files. One shared list would replace both sets of defaults, so ignoring a DEED path would start K9-scanning coordination.k9.
  • Each validator is called once, with or without the caller's list. Composite with: always passes the key, and both validators read an empty paths-ignore as "skip nothing", so forwarding an empty input would widen the scan.
  • With both inputs empty, behaviour is unchanged.

.github/workflows/main-estate-audit.yml

  • New workflow_call inputs manifest-deed-paths-ignore and manifest-k9-paths-ignore, default empty, passed to manifest-check.
  • On this repository's own push and PR runs both are empty.

code-hygiene-self-test.yml: three controls on the existing bad fixtures.

  • A bad DEED file on the DEED list passes.
  • A bad K9 file on the K9 list passes.
  • A DEED list leaves K9 validation on: the bad K9 file still fails, and the verify step requires that failure.
  • The existing negatives, with no list, still fail.

README: how a caller names such a file, and why it must repeat the defaults.

Expected red until the repin: "Composite shell contract"

The gate pins in main-estate-audit.yml stay at 1aa6bfb here. This is the #48 → #49 pattern, and #48's "Composite shell contract" was red the same way.

tests/lock-transitive-closure.sh fails exactly one check: the pinned SHA "serves the current actions/ tree". This is by design ("repin when actions/** changes … fails until you do"). Until then, manifest-check@1aa6bfb does not declare the new inputs. GitHub logs them as unexpected inputs (a warning) and ignores them, so callers see no change.

The follow-up is a mechanical PR that repins the 24 gate refs to this PR's merge commit. I'll open it as soon as this merges.

Verification

  • Composite contract: tests/composite-shell-contract.sh PASS=28 FAIL=0.

  • Closure test: tests/lock-transitive-closure.sh PASS=7 FAIL=1. The one failure is the expected repin check above.

  • The six manifest controls, reproduced locally against deed-ecosystem f9d999b and k9-ecosystem 2155aa2 (the pinned validators):

    Control Result
    valid pass
    bad DEED fail
    bad K9 fail
bad DEED + DEED list pass
    bad K9 + K9 list pass
bad K9 + DEED list fail
  • januskey main, with the DEED defaults plus audits/assail-classifications.a2ml:

    • DEED: 28 files, 0 errors.
    • K9, on its defaults: 7 files, 0 errors.

K9 has never run in januskey's audit, because the DEED failure stopped the job first.

  • actionlint 1.7.7: clean on main-estate-audit.yml and both templates. On code-hygiene-self-test.yml it reports only the $/actions/… form it does not recognise. That was already reported 5 times on main; it is 8 here, the three new steps.

  • lockfile: no change. manifest-check still reaches only deed f9d999b and k9 2155aa2.

…usable audit

The manifests check runs the DEED and K9 validators over the caller's whole
tree, and a caller has had no way to name a file that carries a manifest
extension but is not a manifest. Measured on hyperpolymath/januskey 2026-10-14:
audits/assail-classifications.a2ml, which is panic-attack's suppression
registry (read from <target>/audits/assail-classifications.a2ml), fails the
DEED identity check, so `manifests` stays red. The file is neither under
.machine_readable/, which the validator exempts, nor movable, because
panic-attack reads that path. Both validators already take `paths-ignore`.
manifest-check could not pass it on.

actions/manifest-check:
- New inputs `deed-paths-ignore` and `k9-paths-ignore`. They are separate
because the two validators have different default lists; K9's skips
coordination.k9 and the session files. One shared list would replace both
sets of defaults, so ignoring a DEED path would start K9-scanning
  coordination.k9.
- Each validator is called once, with or without the caller's list. Composite
`with:` always passes a key, and both validators read an empty paths-ignore
as "skip nothing", so forwarding an empty input would widen the scan. With
both inputs empty, behaviour is unchanged.

.github/workflows/main-estate-audit.yml:
- workflow_call inputs `manifest-deed-paths-ignore` and
`manifest-k9-paths-ignore` (default empty), passed to manifest-check. On
this repository's own push and pull_request runs they are empty.
- The gate pins stay at 1aa6bfb in this commit. Until the follow-up repin to
this change's merge commit, manifest-check at 1aa6bfb does not declare the
new inputs. GitHub reports them as unexpected inputs (a warning) and
ignores them, and tests/lock-transitive-closure.sh fails its "serves the
current actions/ tree" check by design. This is the house #48 → #49
  pattern.

code-hygiene-self-test.yml: three controls on the existing bad fixtures. A
DEED-ignored bad DEED file passes. A K9-ignored bad K9 file passes. A DEED
ignore list leaves K9 validation on, so the bad K9 file still fails. The
existing negatives without a list still fail. All six outcomes reproduced
locally against deed-ecosystem f9d999b and k9-ecosystem 2155aa2.

README: how a caller names such a file, and why the defaults must be
repeated.

📝 Summary

Summary by CodeRabbit

  • New Features

    • Manifest checks can now use separate ignore lists for DEED and K9 files. Each list matches path substrings and replaces that validator’s default exclusions when provided; leaving it unset retains the defaults.
    • The reusable workflow supports passing both ignore lists.
  • Bug Fixes

    • DEED exclusions no longer suppress K9 validation. Checks now confirm that invalid files are accepted when correctly excluded and still rejected when not excluded.

The manifest-check action now accepts separate DEED and K9 path exclusions. The reusable workflow forwards both inputs. The self-test checks that each exclusion applies to its validator and does not suppress the other validator’s checks.

Changes: Manifest path exclusions

Layer / File(s) Summary
Action exclusion handling
actions/manifest-check/action.yml
The action adds separate optional DEED and K9 exclusion inputs. Empty inputs retain each validator’s defaults; non-empty inputs replace them.
Workflow inputs and documentation
.github/workflows/main-estate-audit.yml, README.adoc
The reusable workflow forwards both inputs. The README describes path-substring matching and explains that each list replaces its validator’s defaults when supplied.
Exclusion self-tests
.github/workflows/code-hygiene-self-test.yml
The self-test checks that each validator accepts its ignored fixture, that a DEED exclusion does not suppress K9 validation, and that the negative controls fail.

The new ignore inputs on the reusable workflow do nothing until the action pin is updated to a revision that declares them. Existing behavior is unchanged. Repin soon after merge, or before it, so callers that set custom exclusions are not misled.

Before / after behavior

  • observed — Modified behavior in README.adoc: Documents the manifest-extension failure case and adds a caller example that supplies DEED ignore paths. Clarifies that DEED and K9 ignore lists independently replace their validators’ defaults, match path substrings, and retain defaults when unset.
  • observed — Modified behavior in actions/manifest-check/action.yml: Adds separate optional ignore-list inputs for DEED and K9. Each non-empty value replaces that validator’s default skip list; an empty value leaves its defaults in place.
  • observed — Modified behavior in actions/manifest-check/action.yml: Adds a comment documenting why empty ignore lists are not forwarded, and splits DEED validation into mutually exclusive empty-input and non-empty-input steps. Both retain the existing path and strict inputs; only the latter passes deed-paths-ignore as paths-ignore.
  • observed — Modified behavior in actions/manifest-check/action.yml: Splits K9 validation into mutually exclusive empty-input and non-empty-input steps. Both retain the existing path and strict inputs; only the latter passes k9-paths-ignore as paths-ignore.

CI on 96405e3 matches the PR description.

  • Green: "Gate controls", which runs the three new ignore-list controls on a real runner. Also green: all five estate / * components, CodeQL, and the secret scans.
  • Red, only "Composite shell contract": tests/lock-transitive-closure.sh reports PASS=7 FAIL=1. The one failure is the by-design repin check: pins 1aa6bfb…, whose actions/ tree differs from HEAD, with only actions/manifest-check/action.yml changed (log). It clears with the follow-up repin of the 24 gate refs to this PR's merge commit, as chore(ci): repin estate audit composites to #48 (#47) #49 did for fix(formatting-check): annotate each failing path with file= #48. I'll open that PR as soon as this one merges.

144-162: Make the positive controls independent of the pinned validator behaviour.

The two ignore-list controls run with no id. The step fails the job if the validator rejects the fixture, so the check is sound. The fixture path is control.deed, and the ignore value is the substring control.deed. This relies on the validators' substring matching. The PR text reports that all six controls passed against the pinned validators, so this is acceptable.

Do not change this unless the validators change their matching rules.

hyperpolymath added a commit that referenced this pull request Oct 14, 2026
## Why

`scripts/deonboard-estate-audit.sh` (from #50) prunes a dependency that
is still in use.

`gh actions-lock` writes a dependency's nested `uses:` with owner/repo
in lower case, but keeps the record key's original case.
hyperpolymath/januskey's lock (2026-10-14) shows this:
- its `hyperpolymath/standards@7d2041a` record lists
`swatinem/rust-cache@6323deb…`;
- the record itself is keyed `Swatinem/rust-cache@6323deb…`.

The script's byte-for-byte `grep -vxF` judges that record orphaned and
deletes it. That leaves a dangling edge, which standards
`scripts/close-lock.sh` measured killing runs at startup with zero jobs.
Dry-running the script on januskey would have broken its rust-ci and
governance runs to de-onboard the audit.

## Fix

Lower-case owner/repo on both sides before comparing, the way GitHub
resolves names. Refs keep their case, because git refs are
case-sensitive.

When in doubt the script now keeps a record, which is the safe
direction: an extra record is harmless, a dangling edge is fatal.

On januskey's lock it now prunes exactly `cicd-suite@main`,
`deed-ecosystem@f9d999b` and `k9-ecosystem@2155aa2`, and keeps
`Swatinem/rust-cache`.

## Test

`tests/deonboard-estate-audit.sh` is new. It runs in the "Composite
shell contract" job, and the script is added to both path filters. It
builds a fixture lock in gh-actions-lock's layout that contains the
mixed-case edge, and asserts:
- the audit is de-onboarded;
- the true orphans are pruned;
- the still-used record is kept;
- no edge dangles;
- a second run changes nothing;
- a mutant with the byte-for-byte compare restored is killed.

| Script | Result |
|---|---|
| this branch | PASS=9 FAIL=0 |
| main | FAIL=3 (prunes the record, leaves the dangling edge, mutant
identical) |

`tests/lock-transitive-closure.sh` PASS=8 FAIL=0 and
`tests/composite-shell-contract.sh` PASS=28 FAIL=0. This PR does not
touch `actions/**`, so no repin is needed. shellcheck is clean.
actionlint reports only the five `$/actions/…` findings already on main.

Independent of #51; either can merge first.

Move all 24 hyperpolymath/cicd-suite/actions/* refs in
.github/workflows/main-estate-audit.yml from 1aa6bfb (#48) to 9a947fa,
the current main HEAD (#54's merge commit).

#51 changed actions/manifest-check and left the pins at 1aa6bfb, so
main's "Composite shell contract" has been red since 8bf6d92:
tests/lock-transitive-closure.sh reports that manifest-check is pinned at
1aa6bfb, which differs from HEAD's. The pin moves to 9a947fa rather than
8bf6d92 so it serves everything on main, including #54's additions.

This also makes #51's manifest-deed-paths-ignore and
manifest-k9-paths-ignore inputs take effect: manifest-check@1aa6bfb does
not declare them.

hyperpolymath added a commit that referenced this pull request Oct 19, 2026
## Why

#51 changed `actions/manifest-check` and, by design, left the gate pins
at `1aa6bfb` (#48). Since then main's **Composite shell contract** has
been red on every push (runs on 8bf6d92, fe13738 and 9a947fa).
`tests/lock-transitive-closure.sh` reports:

```
FAIL main-estate-audit.yml pins actions/manifest-check at 1aa6bfb, which differs from HEAD's
PASS=30 FAIL=1
```

Until the repin, #51's `manifest-deed-paths-ignore` /
`manifest-k9-paths-ignore` inputs have no effect, because
`manifest-check@1aa6bfb` does not declare them.

## What

All 24 `hyperpolymath/cicd-suite/actions/*` refs in
`.github/workflows/main-estate-audit.yml` move from `1aa6bfb` to
`9a947faad4f7f6640148980dd892b39f216fd091`. That is current main HEAD,
#54's merge commit. I chose it over #51's merge commit (`8bf6d92`) so
the pin serves everything now on main.

The diff is 24 lines out and 24 in, nothing else. Pins stay full SHAs,
and the workflow stays de-onboarded from `actions.lock`.

## Verification

- **Reproduced on main first:** `tests/lock-transitive-closure.sh`
PASS=30 FAIL=1, the failure above.
- **On this branch:**
  - `tests/lock-transitive-closure.sh`: PASS=31 FAIL=0.
  - `tests/composite-shell-contract.sh`: PASS=28 FAIL=0.
  - `tests/deonboard-lock-schemas.sh`: PASS=33 FAIL=0.
  - `tests/deonboard-estate-audit.sh`: PASS=9 FAIL=0.
- **Structure:** exactly 24 refs, all at `9a947fa…`; no `1aa6bfb` or
`@main` refs remain. `9a947fa` is an ancestor of `origin/main`.
- **actionlint:** clean on `main-estate-audit.yml`.

## Next

januskey's thin caller pins this PR's merge commit and passes
`manifest-deed-paths-ignore` for `audits/assail-classifications.a2ml`.
That clears januskey's red `manifests` check.

…'s registry (#158)

## Why

`Central Estate CI/CD Audit` has been red on main. There were two
causes:

- **`manifests` fails on `audits/assail-classifications.a2ml`.** That
file is panic-attack's suppression registry, which panic-attack reads
from that fixed path. It is not a DEED manifest, and the validator had
no way to skip it. hyperpolymath/cicd-suite#51 added that way, and
hyperpolymath/cicd-suite#55 made it live.
- **The workflow was a 26-step copy that froze at `cicd-suite@5a10b72`**
through `actions.lock`, so gate fixes made upstream never arrived here.

## What

- **`.github/workflows/main-estate-audit.yml`**
- Becomes a thin caller of
`hyperpolymath/cicd-suite/.github/workflows/main-estate-audit.yml@b17ec1a…`
(#55's merge commit), from `templates/estate-audit-caller.yml`.
- Passes `manifest-deed-paths-ignore`: the DEED validator's seven
defaults, then `audits/assail-classifications.a2ml`. A list replaces the
defaults, so they have to be repeated.
  - K9 keeps its defaults.
- Triggers stay **PERIODIC**: push to main, weekly, and on demand. It
never runs on `pull_request`, so this PR's own checks don't run it.
- **`.github/workflows/actions.lock`**
- The caller is de-onboarded with
`cicd-suite/scripts/deonboard-estate-audit.sh`. An onboarded cross-repo
reusable call startup-fails with zero jobs.
- The script removed the workflow entry and only the 3 dependencies just
it reached: `cicd-suite@main`, `deed-ecosystem@f9d999b` and
`k9-ecosystem@2155aa2`.
  - The diff is removals only.

## Verification

- actionlint is clean on the new workflow.
- The lock has no dangling edges: owner/repo is compared
case-insensitively, and every `workflows:` ref and nested `uses:`
resolves to a record.
- The pin `b17ec1af1bbf097d77a58ac3363c4cf5db4d7f4a` is on cicd-suite
main.
- On 2026-10-14 I ran the pinned validators locally against januskey
main with this ignore list:
  - DEED: 28 files, 0 errors.
  - K9, on its defaults: 7 files, 0 errors.
- The first real run happens on push to main after merge. It can also be
started by hand with workflow_dispatch.

## Not in this PR

From 18 Oct, scheduled runs of Rust CI, Squabble, Scorecards and Hypatia
fail before any step runs, with `invalid lockfile pin`. That is
unrelated to this change and is being looked at separately.
