Summary

scan / gitleaks is the only required status check on main and it has been failing on every head since the secret-scanner caller was re-pinned (latest: run 37440882742 on 3c3f262, 4 findings). None of the findings are in this repository's files: the standards reusable stages the estate gitleaks baseline at .gitleaks-estate.toml in the workspace root before the step that decides whether the repo references it (metadatastician/standards#888), and the baseline documents credential shapes that trip generic-api-key. This PR allowlists that one root-only path, the same cure already merged in hyperpolymath/boj-server-cartridges#155. Remove it once standards#888 lands and the caller pin is bumped past it.

Changes

  • .gitleaks.toml: add '''^\.gitleaks-estate\.toml$''' to the paths allowlist, anchored to the root so a nested copy at any depth is still scanned, with a comment recording why.

📌 New pins

  • Head SHA: 128e446266be6046b1e3f8c9d19bbec3e7279f2d (amended once: the first head e3db1f8f lacked the Ratchet-exception: line; content diff unchanged)
  • No new pins. No uses: SHAs, actions.lock entries, lockfile records or container digests are added or changed; the only file touched is .gitleaks.toml.

RSR Quality Checklist

Required

  • Tests pass (just test or equivalent) — equivalent for a scanner-config change: the CI-identical gitleaks command run locally, see Testing (rc=0, no leaks). just test not run; it exercises Zig/Elixir, which this change does not touch.
  • Code is formatted (just fmt or equivalent) — not applicable: a TOML allowlist entry plus comment, no formatter covers it.
  • Linter is clean (no new warnings or errors) — gitleaks parses the modified config without error (it ran to completion in all three local scans).
  • No banned language patterns (no TypeScript, no npm/bun, no Go/Python)
  • No unsafe blocks without // SAFETY: comments — not applicable: no code.
  • No banned functions (believe_me, unsafeCoerce, Obj.magic, Admitted, sorry)
  • SPDX license headers present on all new/modified source files — the file already carries SPDX-License-Identifier: MPL-2.0; no new files.
  • No secrets, credentials, or .env files included — the post-change scan of the whole tree reports no leaks.

As Applicable

  • .machine_readable/STATE.a2ml updated — not applicable: project state unchanged.
  • .machine_readable/ECOSYSTEM.a2ml updated — not applicable: no integration change.
  • .machine_readable/META.a2ml updated — not applicable: no architectural decision.
  • Documentation updated for user-facing changes — none: CI config only.
  • TOPOLOGY.md updated — not applicable.
  • CHANGELOG or release notes updated — not done: CI-gate config, not a shipped change.
  • New dependencies reviewed — none added.
  • ABI/FFI changes validated — none.

Testing

Reproduced the gate locally with the reusable's exact invocation, the estate baseline (standards main, 225 lines) staged at the root as the reusable does it:

gitleaks detect --source . --no-git --redact --no-banner --config .gitleaks.toml --exit-code 1
Scan Result
Before this change, baseline at root rc=1, leaks found: 4, all generic-api-key on .gitleaks-estate.toml (lines 84, 85, 85, 211)
After this change, baseline at root rc=0, no leaks found
After this change, plus a copy planted at src/.gitleaks-estate.toml rc=1, leaks found: 4, all on src/.gitleaks-estate.toml

The third row is the positive control: the root anchor does not blind the scanner to the same file at any other depth. The planted copy and the staged baseline were removed before committing; the committed diff is the 20 added lines in .gitleaks.toml only.

Exemption ratchet

The allowlist is one of the four ledgers governance / Exemption ratchet guards, so this PR grows .gitleaks.toml from 14 to 15 entries. The growing commit carries a column-0 Ratchet-exception: .gitleaks.toml — … line naming the ledger, as the gate requires; the check is green on the head above, and scripts/check-exemption-ratchet.sh origin/main from standards reports OK (declared) .gitleaks.toml: 14 -> 15 locally.

Red checks not caused by this PR (deferred, §5c item 3)

All three are red on main at 3c3f2621 and e1eefa45, before this branch existed, and none is required. Each is tracked with acceptance criteria in #338:

📝 Summary

Summary by CodeRabbit

  • Chores
    • Updated secret-scanning exclusions so the root-level configuration file is not scanned. Files with the same name in subdirectories remain included in scans.

Walkthrough

The Gitleaks configuration now excludes the root-level .gitleaks-estate.toml file. The anchored path does not exclude files with the same name in subdirectories.

Changes

Gitleaks path allowlist

Layer / File(s) Summary
Add anchored root-level path match
.gitleaks.toml
The paths allowlist excludes the root-level .gitleaks-estate.toml file. The entry documents the staged baseline file and its generic-api-key findings. Nested files with the same basename do not match.

Priority: ⬇️ Low

Estimated code review effort: 1 (Trivial) | ~3 minutes

Change: Bug fix

Merge Risk: 🔵 Low · up to 128e4

This change stops the CI secret scanner from flagging its own staged baseline file. As a side effect, any secret committed into a root-level file with that exact name would not be reported. The risk is narrow and acceptable with owner awareness, as long as the entry is removed once the upstream fix lands.

Security Architecture Review

Security architecture risk: 🟡 Moderate · up to 128e4

The workaround excludes any root-level file named .gitleaks-estate.toml, not just the trusted baseline staged by the scanner. This creates a narrowly scoped detection gap for scans using the shared configuration. It does not itself grant runtime access, and nested copies remain scanned.

Retained concerns

  • Medium · security · inferred: The new shared path exemption cannot distinguish a trusted staged baseline from checkout-controlled content. A contributor or local actor able to place credentials in the root .gitleaks-estate.toml can avoid detection by scans using this configuration, including independent scans that do not establish trusted staging.
Security review details

Security Blast Radius

  • inferred — The demonstrated policy scope is one root-relative file in scans that consume this repository configuration. The evidence does not establish estate-wide propagation, access to deployed credentials, or additional service privileges.

Security Findings and Attack Paths

  • inferred — The retained finding concerns a newly introduced detection bypass, not demonstrated credential theft. Repository-content influence supplies a file at the exempt root path; the shared allowlist suppresses its findings without authenticating its producer. Real impact requires sensitive content at that path and a scan that consumes this policy.

Trust Boundaries and Controls

  • inferred — The intended boundary distinguishes a trusted scanner-generated artifact from repository-controlled files. The configuration comment asserts unconditional trusted staging, but the exemption itself does not enforce that distinction. Independent scan blocks provide no equivalent trusted-producer ordering.

Hardening Proposals

  • proposed — Keep the staged-artifact exception local to the trusted workflow invocation, after verifying its producer and staging order, rather than embedding it in shared repository policy. Couple its removal to the future caller-pin update so independent scans retain full root-file coverage.

A rabbit checks the scan at dawn,
The root file’s path is neatly drawn.
Its nested names still pass the test,
While baseline findings take their rest.
Then off hops rabbit, pleased and bright.

…s itself

The standards secret-scanner reusable copies the estate gitleaks baseline
to `.gitleaks-estate.toml` at the workspace root unconditionally, before
the step that decides whether this repo references it
(metadatastician/standards#888). The baseline documents credential shapes,
so `generic-api-key` fires on it and the required `scan / gitleaks` gate
has been red on main for reasons no commit here caused: run 37440882742
on 3c3f262 reports 4 findings, all on `.gitleaks-estate.toml`.

Allowlist that one path, anchored root-only, so a nested copy anywhere
else in the tree is still scanned. Same cure as boj-server-cartridges#155.

Verified locally with the CI-identical command (`gitleaks detect --no-git
--redact --config .gitleaks.toml --exit-code 1`) with the baseline staged
at the root: 4 leaks before, 0 after; a copy planted at
`src/.gitleaks-estate.toml` is still caught (4 findings), so the anchor
does not blind the scanner.

Ratchet-exception: .gitleaks.toml — the single new paths entry is the scanner's own staged artefact (`^\.gitleaks-estate\.toml$`, root-only), not an exemption for any file in this repository; remove it once metadatastician/standards#888 lands and the caller pin is bumped past it
